The United States Geological Survey (USGS) plans to enter into a Cooperative Research and Development Agreement (CRADA) with International Business Initiatives Corporation, a U.S.-based company, to provide scientific studies and technical assistance to developing countries. These efforts will focus on assessing water, energy, and mineral resources, supporting multilateral earth science data sharing projects, conducting biological studies related to non-native invasive species, and evaluating natural hazard conditions such as landslides, volcanic eruptions, floods, and droughts. Unlike a traditional procurement, this partnership involves both parties contributing funds, equipment, and in-kind services to support collaborative research activities. The agreement emphasizes joint research efforts to enhance scientific understanding and resource management for countries facing environmental and resource challenges. This partnership aims to leverage USGS expertise and technology transfer mechanisms to build capacity in developing nations. For additional scientific information, Michael P. Foose is the USGS contact, while Julia M. Giller is responsible for inquiries related to technology transfer. The CRADA reflects a cooperative approach to addressing global environmental concerns through shared scientific knowledge and resources.

2026년도 국제공동연구 신속지원사업 신규과제 공모
Solicitation # 2026-1045
The 2026 International Joint Research Rapid Support Project, solicitation number 2026-1045, is a government-funded initiative managed by the National Research Foundation of Korea and the Ministry of Science and ICT. The project focuses on developing core original technologies for high-density parallel light sources, specifically micro-LED and micro-OLED, for use in AI data center optical interconnects. The total government support funding is 737.5 million KRW for a 16-month performance period running from December 2026 to March 2028. This project is classified as a National Strategic Technology in the semiconductors and next-generation OLED sectors, aiming to advance from Technology Readiness Level 3 to TRL 5. A mandatory requirement for this solicitation is the establishment of an international joint research network with Japanese research institutions to secure expertise in organic light-emitting materials and patents. Technical objectives include developing 32-channel arrays with specific performance targets: transmission speeds exceeding 1 GHz for micro-LED and 0.2 GHz for micro-OLED, and driving energy levels of 1 pJ/bit and 20 pJ/bit respectively. Final acceptance requires the submission of a functional prototype and verification through accredited certification bodies, official test reports, or witnessed self-evaluations. All research achievements and commercialization results must be managed through the Integrated Research Information System (IRIS), and the project is subject to technology fee collection and the 3-book 5-public rule for concurrent research limits.

Request for Quote 140G0126Q0288 is a total small business set-aside issued by the Department of the Interior, USGS/EROS Science Center in Sioux Falls, South Dakota. The project requires a professional firm to remove and replace chilled water, condenser water, and heating water piping serving the 1996 building addition. Key technical requirements include installing a new condenser water network with pumps and VFDs, sizing the chilled water system to support two 1996 York chillers at a maximum capacity of approximately 600 tons, and replacing pneumatic controls in the penthouse with multi-position electric actuators. The contractor must execute the work in phases to ensure that facility offices and computer rooms remain fully operational, and weekend work is prohibited. The contract will be awarded based on the Lowest Price Technically Acceptable (LPTA) process, evaluating firm-fixed-price offers for technical acceptability and past performance. The period of performance is scheduled from November 4, 2026, to July 31, 2027, with work expected to be completed within 180 calendar days of award. Compliance with the Davis-Bacon Act for wage determinations and the Buy American Requirement for construction materials is mandatory. D--Intent to Award
Solicitation # 140G0126Q0188
The U.S. Geological Survey intends to award a sole source purchase order to EarthScope Consortium, Inc. for the long-term archiving, curation, and dissemination of continuous Global Navigation Satellite System data generated by USGS-supported monitoring stations, with a period of performance spanning from August 1, 2026, through June 30, 2031, including four one-year option periods. This action is justified under FAR 13.106-1(b)(1) due to EarthScope Consortium’s unique status as the sole nationally recognized, USGS-approved repository for GNSS data that meets the agency’s Fundamental Science Practices requirements for trusted, discipline-appropriate data management. EarthScope operates the GAGE geophysical data facilities, which already provide scalable, production-level infrastructure, standardized workflows, and metadata frameworks used by USGS and other federal and academic partners, eliminating the need for redundant or incompatible systems. The decision follows comprehensive market research that confirmed no other entity can provide equivalent services without prohibitive cost, delay, or fragmentation of data standards. The requirement includes routine annual archiving for active stations and a single ingestion of historical data from a legacy station, with all services delivered through an existing, certified cyberinfrastructure that ensures data integrity and broad accessibility. EarthScope’s established role as the primary national hub for GNSS data, its deep integration with USGS science operations, and its proven compliance with federal data governance policies make it the only viable source for this critical function. The contracting office has determined that competition would be impractical due to the specialized technical, scientific, and infrastructure requirements, and future competitions would only be considered if new repositories are formally recognized as meeting USGS FSP standards or if the agency develops an internally managed archive of equivalent capability. Questions regarding this intent to award must be submitted to the Contract Specialist by June 29, 2026, and the action will proceed under simplified acquisition procedures without soliciting competitive bids.
