The Defense Threat Reduction Agency (DTRA) plans to award a sole source, cost-plus-fixed fee contract to Auburn University for specialized work in Quantum Chemical Modeling of Chemical Warfare Materials. Auburn University is uniquely qualified to execute this requirement, which focuses on identifying chemical species generated and released when chemical weapons materials are subjected to attacks by agent defeat weapons. This research is critical for understanding the combustion and pyrolysis reaction products across various temperature ranges that result from these weapon effects, with an emphasis on identifying conditions that minimize toxic hazards. Both experimental and theoretical approaches will be utilized to determine these reaction products and optimize temperature conditions. The contract will initially span 12 months with options for two additional 12-month extensions. The successful contractor must handle classified information up to the SECRET level. Cost efficiency during the project is a key objective. While the contract is currently sole source, interested parties are encouraged to submit concise White Papers to help DTRA assess the potential for future competitive procurements. Contractual inquiries may be directed to the DTRA Contract Specialist, and subcontracting opportunities can be discussed with a designated Auburn University representative. This effort supports DTRA’s strategic interest in chemical threat reduction through detailed chemical analysis in denied operational environments.

Full Description

The Defense Threat Reduction Agency (DTRA) intends to issue a sole source, cost-plus-fixed fee contract to Auburn University, Auburn, AL, for Quantum Chemical Modeling of Chemical Warfare Materials. Auburn University has been determined to be the only responsible source to fulfill this requirement. DTRA has a vital interest in determining chemical species present in chemical weapons (CW) facilities that have been attacked by an agent defeat (AD) weapon. Since these facilities are expected to be in denied areas, the ability to determine those chemical species must be accomplished at some distance. This effort, entitled, Quantum Chemical Modeling of Chemical Warfare Materials, is to identify which chemical species will be created and released during the attack on specified chemical weapons materials (CWMs). It is desirable to determine the products of combustion and/or pyrolysis reactions as a function of the temperatures that are realized by use of various weapons. It is especially important to identify temperature ranges that result in the production of reaction products that minimize toxic hazards. Both experimental and theoretical techniques are available for the determination of reaction products and for the identification of optimum temperature ranges. Cost mitigation while performing the Quantum Chemical Modeling of CWMs is also an important objective of this effort. Duration of performance is a 12 month basic effort and two successive 12 month options. The successful contractor will require access to classified information at the SECRET level. Contractual questions should be addressed to Mr. Russell Kelley, DTRA, at contact@example.gov. Questions regarding the availability of subcontracting opportunities should be addressed to: Tony Ventimiglia at contact@example.gov or +1 (555) 000-0000. Numbered Notes 22 and 25 apply. In regards to note 22, the DTRA Contracting Office recommends interested parties submit White Papers, not-to-exceed five (5) pages, vice submitting a proposal for the Government to consider in determining whether to conduct a competitive procurement for this requirement.

Solicitation # 2026-1045
The 2026 International Joint Research Rapid Support Project, solicitation number 2026-1045, is a government-funded initiative managed by the National Research Foundation of Korea and the Ministry of Science and ICT. The project focuses on developing core original technologies for high-density parallel light sources, specifically micro-LED and micro-OLED, for use in AI data center optical interconnects. The total government support funding is 737.5 million KRW for a 16-month performance period running from December 2026 to March 2028. This project is classified as a National Strategic Technology in the semiconductors and next-generation OLED sectors, aiming to advance from Technology Readiness Level 3 to TRL 5. A mandatory requirement for this solicitation is the establishment of an international joint research network with Japanese research institutions to secure expertise in organic light-emitting materials and patents. Technical objectives include developing 32-channel arrays with specific performance targets: transmission speeds exceeding 1 GHz for micro-LED and 0.2 GHz for micro-OLED, and driving energy levels of 1 pJ/bit and 20 pJ/bit respectively. Final acceptance requires the submission of a functional prototype and verification through accredited certification bodies, official test reports, or witnessed self-evaluations. All research achievements and commercialization results must be managed through the Integrated Research Information System (IRIS), and the project is subject to technology fee collection and the 3-book 5-public rule for concurrent research limits.
