--Notice of Intent to award Purchase Order W91ZLK-07-P-0446 to SAIC

The U.S. Army Contracting Agency, Directorate of Contracting, Aberdeen Proving Ground, MD intends to negotiate solely (as prescribed in FAR 6.302-1) with SAIC, 4001 Fairfax Drive, Suite 300, Arlington, VA 22203. The contractor shall develop and augme nt a MODTRAN radiative transfer model to include the effect of atmospheric turbulence. The contemplated services will be performed at the contractors facility and at Aberdeen Proving Ground, MD. This service is for a period of 1 year. SAIC is uniquely qualified to execute the Statement of Work. The algorithm development and analysis to be performed require extensive knowledge of previous algorithms that were developed for the U.S. Army by SAIC. Working with another contractor would caus e considerable delay and significant additional cost to the U.S. Army (ECBC). It would be impractical to have another contractor support this requirement at this time. The North American Industry Classification System (NAICS) for this requirement is 541710 and the size standard is 500 employees. Responses to this notice must b e received no later than 12:00 noon, Eastern Daylight Time, January 15th, 2007.
