The Air Force Solution Analysis Integrated Product Team (SAIPT), led by AFC2ISRC/A3R and including representatives from various Air Force Major Commands, is requesting solution concepts to address Command and Control (C2) needs identified for Fiscal Year 2010. This solicitation invites contributions across all domains of Doctrine, Organization, Training, Materiel, Leadership, Personnel, and Facilities (DOTMLPF) to support the Functional Solutions Analysis phase, building on prior task and needs analyses. The goal is to identify both materiel and non-materiel solutions capable of achieving Initial Operational Capability within a 20-year horizon, spanning near-, mid-, and far-term milestones (FY10, FY15, FY21). This call for solutions supports broader Air Force strategic planning activities, including the CY07 Space & C4ISR Capability Review and Risk Assessment, the AF C2ISR Flight Plan, and the FY10 Program Objective Memorandum development. Participation is open to Department of Defense contractors and U.S. government agencies, with instructions provided for accessing detailed C2 needs and submitting concepts. While participation is voluntary and no contracts or payments will be made, submission of innovative concepts before February 16, 2007, is encouraged to advance Air Force C2 capabilities planning and development.

This solution concept call is part of a planning activity and is intended to support the AF CY07 Space & C4ISR Capability Review and Risk Assessment (CRRA) process, the AF C2ISR Flight Plan, and development of the FY10 AF POM. Potential solution concept submitters will be provided access to the FY10 C2 Needs and administrative instructions for concept submission. This solution concept call is open to DoD contractors and US government agencies. Requests for this information access should be made by e-mail to contact@example.gov (tel. +1 (555) 000-0000) and contact@example.gov (tel. +1 (555) 000-0000). Solicitation # 2026-1045
The 2026 International Joint Research Rapid Support Project, solicitation number 2026-1045, is a government-funded initiative managed by the National Research Foundation of Korea and the Ministry of Science and ICT. The project focuses on developing core original technologies for high-density parallel light sources, specifically micro-LED and micro-OLED, for use in AI data center optical interconnects. The total government support funding is 737.5 million KRW for a 16-month performance period running from December 2026 to March 2028. This project is classified as a National Strategic Technology in the semiconductors and next-generation OLED sectors, aiming to advance from Technology Readiness Level 3 to TRL 5. A mandatory requirement for this solicitation is the establishment of an international joint research network with Japanese research institutions to secure expertise in organic light-emitting materials and patents. Technical objectives include developing 32-channel arrays with specific performance targets: transmission speeds exceeding 1 GHz for micro-LED and 0.2 GHz for micro-OLED, and driving energy levels of 1 pJ/bit and 20 pJ/bit respectively. Final acceptance requires the submission of a functional prototype and verification through accredited certification bodies, official test reports, or witnessed self-evaluations. All research achievements and commercialization results must be managed through the Integrated Research Information System (IRIS), and the project is subject to technology fee collection and the 3-book 5-public rule for concurrent research limits.
