--NOTICE OF INTENT TO AWARD PURCHASE ORDER W91ZLK-07-P-0469 TO AUBONSON SCIENCE

The U.S. Army Contracting Agency, Directorate of Contracting, Aberdeen Proving Ground, MD intends to negotiate solely (as prescribed in FAR 6.302-1) with Aubonson Science, 3010 Rolling Green Drive, Churchville, MD 21028-1317. The contractor shall des ign and build a device to measure the impedance of respiratory filter material actived carbon. Aubonson Science has over 30 years of experience in the investigation of the heterogeneous transfer between gas phase and solid phase interfaces and its impact on the spectroscopic and electrical behavior of the condensed phase. Their intimate knowledge of the absorption of gases onto carbon sites positions them as a unique principal investigator for the sorption of agent simulants on carbon filter material. Aubonson Science has designed and constructed a novel device for the measurement of the capacitance of filter material and he has already initiated critical experiments in this area of research. Selection of alternate performers would represent a loss of this expertise and progress and it would not be cost effective to the US Army. The North American Industry Classification System (NAICS) for this requirement is 541710 and the size standard is 500 employees.
