The US Army Communications-Electronic Command Acquisition Center is issuing a sole source award to Dornier GmbH for two additional Non-Developmental Item Laser Obstacle Detection System units and associated engineering support. These units will be integrated into military test aircraft as part of a Research and Development effort for Helicopter LODS under contract DAAB07-02-C-K410. Dornier GmbH was selected as the sole provider because their HELLAS system is the only available solution that utilizes near infrared technology, meets Joint Service Aviation performance requirements for obstacle detection and avoidance, and features eye-safe laser and optics. The contract is structured as a Firm Fixed Price agreement with a Time and Materials line item specifically for vendor maintenance and technical support. The period of performance extends from the date of the award through September 28, 2003. This acquisition follows an original procurement made under the Foreign Comparative Test Program, noting that the technical data for the HELLAS system remains proprietary to Dornier GmbH.
