This is a total set-aside for HBCU/MIs. The Department of the Army announces the fiscal year 2004 Centers of Excellence for Battlefield Capability Enhancements (BCE). The objective of this program is to develop research collaborations between posts econdary minority institutions and Army facilities in selected research areas that are critical to battlefield performance. Awards will be limited to institutions appearing on the 2003 US Department of Education list of Accredited Postsecondary Minority I nstitutions. The institutions must qualify as a Doctoral/Research-Intensive institution or as a Masterâs Category I or Masterâs Category II under the Carnegie Classification. The BAA contains additional eligibility information. Approximately $2.5 million fiscal year 2004 funds are expected to be available for awards under this solicitation.
