B--B - Submarine Arctic Operations Support

The Fleet and Industrial Supply Center plans to award a sole source contract to Planning Systems, Inc., based in Reston, VA, for support services related to submarine Arctic operations. The contract will span one year with the possibility of two additional option years, beginning around February 1, 2004, with an estimated workload of 1,320 hours per year. The contractor will provide specialized expertise in planning and conducting submarine Arctic missions and perform research on the operational performance of nuclear submarines in that environment. An estimated amount for travel and materials is also included in the contract. Planning Systems, Inc. is uniquely qualified to perform this work due to their exclusive knowledge of nuclear attack submarines and the complexities involved in Arctic submarine warfare, a capability no other company possesses. While this is a sole source procurement, other interested parties may submit explanations of how they can meet the government’s requirements, which will be considered before a competitive procurement decision is made. The solicitation and statement of work are expected to be available on the Navy’s procurement website around December 18, 2003. This acquisition will not utilize commercial procedures.
