Negotiations are expected to be conducted with Sam Houston State University for scientific, engineering, and technical support services related to the design, development, fabrication, upgrade, testing, repair, fleet implementation, and documentation of Power Electronic Building Blocks (PEBB)-based power management devices. These devices will incorporate embedded prognostic capabilities to monitor their own health as well as the health of the loads they serve, specifically intended for use in HM&E (Hull, Mechanical, and Electrical) shipboard system applications. SHSU has a developed process for these tasks, making it a sole source under the authority of FAR 6.302, with the government intending to solicit and negotiate exclusively with this institution.
