The Centers for Disease Control and Prevention plans to issue a sole source purchase order to the University of Minnesota for a continuing study on the "Diabetes Wellness: American Indian Talking Circles" project. This initiative, led by Dr. Felicia Hodges from the Center for American Indian Research and Education, focuses on promoting health promotion and disease prevention within American Indian communities through culturally based Talking Circles. The method, originally tested for early cancer detection and treatment in the 1990s and later supported by a National Institute of Nursing Research grant, aims to foster listening, dialogue, and community action to address health challenges in these populations. The University of Minnesota is uniquely positioned to conduct this work as the sole developer and implementer of this science-based model, serving as a foundation for its broader dissemination. The procurement will be conducted under the authority of FAR 6.302-1, allowing negotiation with a single responsible source due to the university’s exclusive capability to meet agency requirements. While interested parties may express their interest and capabilities, this notice is for informational purposes only and does not constitute a request for competitive proposals. The government maintains discretion over whether to move forward without competition. This contract is not set aside for small businesses, and all contractual inquiries are directed to the designated CDC contacts. The action supports continued research and implementation of a culturally relevant and evidence-based approach to diabetes prevention and care in American Indian communities.
