The Missile Defense Agency's Targets and Countermeasures Program Office initially planned to release a final Request for Proposal (RFP) for the Low Cost Assessment Targets (LCAT) in September 2007, following a delay announced in June 2007. This delay was intended to allow further refinement of the requirements based on the agency's mission needs and feedback from industry on the draft RFP. However, after a thorough reassessment of requirements and analysis of alternatives, the agency concluded that the potential requirements were insufficient to justify continuing with the acquisition process. Consequently, the draft RFP, identified as HQ0147-07-R-0003 and designated as a Total Small Business Set-Aside, was officially canceled, and no final RFP will be issued. The second planned Industry Day event in August 2007 was also canceled. The agency expressed appreciation for the industry's interest and feedback, which significantly contributed to their understanding of market capabilities. The contract specialist and contracting officer from the Missile Defense Agency, located in Huntsville, Alabama, were the primary points of contact for this procurement. The cancellation highlights a shift in program direction, reflecting the agency’s commitment to aligning procurement efforts with validated mission requirements while engaging small business participation under the established federal acquisition regulations.

General Info

Missile Defense Agency canceled LCAT RFP due to revised requirements; no final proposal issued.

Full Description

On June 18, 2007, the Missile Defense Agency, Targets and Countermeasures Program Office announced that the Low Cost Assessment Targets (LCAT) final RFP release would be delayed until September 2007. The delay allowed the agency the opportunity to further refine the requirements based on the Agency's current mission projections and Industry comments on the draft RFP. The requirements assessment and further analysis of alternatives have lead to a determination that potential requirements are insufficient to support continuation of the acquisition. As a result, the Draft Request for Proposal HQ0147-07-R-0003 entitled 'Low Cost Assessment Targets,' is hereby cancelled and a final RFP will not be forthcoming. The second Industry Day forecasted for August 2007 will not be held. Industry's interest and feed back regarding the procurement has been most appreciated, and has greatly benefited the Agency's understanding of the market capabilities.

Enabling Technology for Future Missions
Solicitation # 9F063-20260085
The Canadian Space Agency (CSA) is soliciting proposals under solicitation number 9F063-20260085 for the development of one to three enabling technologies to support future space missions. The primary objective is to advance strategic technologies to reduce technical uncertainties and support the implementation of future Canadian space activities. A specific focus of this effort is the maturation of a lightweight, athermal reflecting telescope capability to Technology Readiness Level (TRL) 5. This includes the delivery of a reflecting telescope brassboard validated for Low Earth Orbit (LEO) vibration and thermal-vacuum environments, intended for Earth Observation imaging payloads on CubeSats of 4U or larger, with the telescope itself being 2U or less. Key performance targets include a Ground Sampling Distance of less than 7 metres and a swath width greater than 5 km. The project is planned for a duration of 16 months, structured around five key milestones: a Kick-off meeting, Preliminary Design Review, Detailed Design Review/Work Authorization Meeting, Test Readiness Review, and a Final Review meeting. Deliverables include the hardware brassboard, CAD and performance analysis models, software, and a Technology Roadmap for advancing to TRL 6-8. This solicitation is restricted to Canadian suppliers. Awards will be based on the highest combined rating of technical merit (60 percent) and price (40 percent), with a minimum technical score of 70 points required for consideration. The procurement process includes strict requirements for security clearances, intellectual property disclosure, and adherence to environmentally preferable packaging standards.

Commercial Low Earth Orbit (LEO) Destination Contract (CLDC) Technical Library
Solicitation # 80JSC025_CLDC_TECH_LIBRARY
The Commercial Low Earth Orbit (LEO) Destination Contract (CLDC) Technical Library, managed by the NASA Johnson Space Center, serves as a centralized repository of technical standards, plans, and guidelines for potential offerors. This initiative is part of a broader strategy to support the development of private LEO space destinations and supporting systems as NASA prepares for the retirement of the International Space Station. The library provides a series of data drops containing both controlled and uncontrolled technical data, including standards for docking systems, payload interfaces, and crew health operations. It also outlines specific NASA center capabilities and high-value engineering products available to industry partners to reduce technical and schedule risks. It is important to note that this activity is a special notice and does not constitute a Request for Proposals, Invitation for Bid, or Request for Quotation. No proposals are to be submitted in response to this notice, and it does not represent a commitment by the government to enter into a contract. Access to export-controlled content requires the submission of a specific request form and compliance with U.S. export regulations, including the implementation of Technology Transfer Control Plans and Non-Disclosure Agreements for foreign nationals. The library is intended to keep industry updated on current NASA technical standards in anticipation of future FAR-based acquisitions.

Missile Defense Agency - Nimble Options for Buying Layered Effects (NOBLE) Announcement
Solicitation # HQ0860-25-S-0001
The Missile Defense Agency Nimble Options for Buying Layered Effects (NOBLE) Announcement, solicitation number HQ0860-25-S-0001, is an overarching acquisition strategy active from March 27, 2025, through March 27, 2030. Rather than a single contract, it serves as a consolidated framework to rapidly develop, prototype, and field disruptive missile defense technologies across the entire kill chain. The program focuses on three primary technical areas: Kinetic and Hypersonic Defense for cost-efficient interceptors, Command, Control, and Battle Management utilizing AI and quantum computing, and Space-based Sensors, Interceptors, and Effectors to maintain space domain awareness. Under this framework, the MDA will release individual solicitations using various authorities, including FAR-based procurement contracts and Other Transaction (OT) agreements. Each individual solicitation will define its own specific technical requirements, evaluation criteria, funding levels, and submission deadlines. Interested parties must be registered in the System for Award Management (SAM) and are directed to monitor SAM.gov and the MDA Opportunity Marketplace for new opportunities, such as the Mobile Integrated Launch Capability, Low-Cost Kill Vehicle, and Shipborne Phased Array Instrumentation Radar. All offerors are subject to Organizational Conflict of Interest rules per FAR Subpart 9.5 and DFARS Subpart 209.5. Security requirements include compliance with NIST SP 800-171 and the Cybersecurity Maturity Model Certification (CMMC) program, with some efforts requiring secure interfacing with classified systems. All unclassified communications regarding the NOBLE program should be directed to MDA-NOBLE@mail.mil.
