The U.S. Army Corps of Engineers, Portland District, is soliciting proposals for an Architect-Engineer indefinite delivery contract to provide geologic and geotechnical engineering services. The contract includes a one-year base period valued at $2,000,000 with four optional one-year extensions at the same amount each, subject to government approval. The work is targeted for a start date in September 2009 and is set aside exclusively for small businesses with a size standard of $4.5 million. Key requirements include adherence to the Service Contract Act wage determination, mandatory registration in the DoD Central Contractor Registration, and compliance with USACE CADD standards for producing electronic engineering drawings, as well as cost estimates using the Micro Computer Aided Cost Estimating System (MII). Typical services under this contract cover a broad range of geotechnical and geological tasks such as site investigations, foundation and embankment design, geologic mapping, materials testing, instrumentation installation and maintenance, and engineering during construction. Selection focuses primarily on specialized recent experience, professional qualifications of personnel, knowledge of local geotechnical conditions, quality control, past performance, and capacity to handle multiple concurrent task orders. In case of tie-breakers, factors such as small business participation and DoD contract volume will be considered. Submissions require the standard SF 330 form by the specified deadline, and technical or administrative inquiries are to be directed to designated contacts at the Portland District office. This solicitation emphasizes qualifications over competitive pricing and mandates that firms demonstrate strong project management capability and relevant technical expertise.
