The U.S. Army Contracting Command, Natick Division, acting for the Joint Program Executive Office for Chemical Biological Defense, plans to award a firm-fixed-price indefinite delivery/indefinite quantity sole source contract to Strategic Technology Enterprises, Inc. for engineering and technical services related to the Joint Strike Fighter Decontamination System prototype delivery system. The contract will support evaluations scheduled in 2013, 2014, and 2016, including Form-Fit-Function Evaluation in St. Louis, System Integration Evaluation, and Live Fire Test and Evaluation at Edwards Air Force Base. The contract will have a four-year period of performance with a ceiling of $1.5 million. Services encompass planning, engineering analysis, design modifications, system setup and teardown, on-site troubleshooting and repair, post-evaluation inspections, and routine maintenance of the stored system. The delivery system is government-owned, uniquely designed by STE, and capable of delivering four different decontaminant technologies, incorporating patented features such as a non-condensing vaporized hydrogen peroxide process and custom interfaces for the F-35 aircraft. A contract with a four-year performance period is anticipated at a value not to exceed $1,500,000. The Government will procure services to: plan and prepare for the three evaluations; conduct engineering analysis and possible design modifications of the delivery system interfaces with the decon system shelter/liner and/or aircraft; delivery system set up and tear-down; on-site troubleshooting and repair or modification before, during, and after evaluations; post-evaluation inspection, and routine system maintenance of the stored system between evaluation events through the conclusion of the LFT&E. The existing government-owned decontaminant delivery system is unique in that it is capable of providing four different decontaminant technologies. STE designed and manufactured this system for the Government and it has several unique features, such as the patented non-condensing VHP process and the customized F-35 interfaces that are critical to the function of the overall system. Only STE possesses the proprietary knowledge that is critical to providing the highly specialized engineering support for this prototype delivery system.
