Consult your State Procurement Technical Assistance Center (PTAC) for technical assistance with these requirements. (http://www.dla.mil/db/procurem.htm) STATEMENT OF WORK A. GENERAL INFORMATION 1. Title of Project: Systems Engineering and Operations Research Support for the Department of Veterans Affairs VISN 1 New England Veterans Engineering Resource Center. New England Veterans Engineering Resource Center (VERC), located in VISN 1 and VA Boston Healthcare System, has been created through special funding provided by the VHA Systems Redesign Program Office. The purpose of New England VERC is to facilitate innovative solutions to health care delivery challenges identified by national, network, and facility leadership as well as to propose important opportunities for change and improvement. Relationships with academic partners will be developed to bring expertise to healthcare improvement and can be drawn from the disciplines of systems engineering, operations research, business, pharmacy, information science, organizational behavior, and others. Central to the innovation process is the involvement of health care professionals and staff at all stages of the process. Towards that end, New England VERC requires a contract with Northeastern University to provide expertise through its faculty and students, for projects designated by New England VERC leadership. 2. Background: Building a Better Delivery System: A New Engineering/Health Care Partnership, a 2005 report by the National Academy of Engineering (NAE) and Institute of Medicine (IOM) of the National Academies, documented that the health care sector as a whole has been relatively slow to embrace operational systems engineering (OSE) tools and techniques, which could help untangle the complexities and lead to a deeper understanding of the dynamics of health care systems and subsystems and could be designed to optimize system performance to meet specific quality goals (e.g., safety, patient centeredness, timeliness) and, at the same time, improve prediction, measurement, and management to meet other performance goals (e.g., cost, access, productivity). Transformational advancements in the quality and productivity of VHA require tools and techniques developed as part of OSE, a family of disciplines that includes industrial engineering, operations research, human factors engineering, and financial engineering/risk analysis, as well as from computer science and engineering and the social and behavioral sciences. All of these engineering and science disciplines are integrally involved in the design, analysis, and control of complex processes and systems. The integration which is the result of this work will then improve system efficiency and effectiveness. Therefore, Veteran's Engineering Resource Centers (VERC's) are tasked to provide academic opportunities for cross training and integrate OSE with health care expertise to promote cultural change and improve health care delivery. The C and A requirements do not apply and a security accreditation package is not required. Operational Systems Engineering (OSE) Services Services include providing expert advice, assistance, guidance or counseling in support of agencies' mission oriented business functions in the application of OSE tools and methods. Examples of OSE services include but are not limited to: strategic and tactical planning, utilizing operational systems management, process redesign, optimization and productivity improvement; systems alignment; leadership systems; performance measures and indicators; program audits, evaluations, and customized training. Specific deliverable include but are not limited to: recommendations on appropriateness of projects, including planning and meeting to develop preliminary project ideas with VERC leadership, methods of approach, and structuring of improvement projects that will be done in conjunction with university faculty and students; analysis of project, including summary of current state with relevant data analysis; development and presentation of recommendations of engineering approaches that will be applied and evaluated to attain goal performance of the process; development and presentation of a project plan with tasks, timeframes, and identified task owners; perform work on projects within the timeframes stated and present progress reports to VERC leadership on an agreed to interval; present summary of the project to VERC leadership at the conclusion of work, including performance data, engineering methods applied, relevant application of methods to problems of a similar nature in other facilities, and summary of research questions for further analysis; disseminate results both within VISN 1 facilities, and externally to other VA entities, via presentation, teaching or training sessions, educational consultation, or further reports or other educational materials. Projects undertaken by the below individuals will be identified by the New England VERC leadership team in conjunction with National Systems Redesign Office, VISN 1 leadership, and facility leadership. Projects for FY 2012-2013 included Inventory/Logistics, Scheduling, Specialty Care, and Telehealth. Further projects will be identified during the course of the contract through task orders. In conjunction with specific projects, the faculty and students may be asked to provide deliverables relating to education of engineering and healthcare staff, spread of engineering knowledge and practices, definition of research questions that could be submitted for outside funding, and work relating to VA activities such as sub-committee meetings, training sessions, improvement collaboratives, national meetings of VERC participants and other activities that will be identified by the New England VERC leadership team.
