The Single Integrated Air Picture System Engineering Task Force (SIAP SE TF) is focused on addressing critical operational gaps in Joint Theater Air and Missile Defense by analyzing and integrating existing and planned Joint Tactical Battle Management and Command and Control capabilities. To support this mission, the task force is seeking information on advanced distributed modeling and simulation (M&S) capabilities that can effectively represent and stimulate the various system components involved in building a Single Integrated Air Picture (SIAP), such as communication links, sensors, navigation, identification systems, and mission computers. The effort emphasizes a composable simulation architecture compatible with the Joint Distributed Engineering Plant (JDEP) Technical Framework, which facilitates interoperability and reuse of simulation components adhering to established DoD and commercial standards. This Request for Information (RFI) specifically targets the identification of environmental effects simulation capabilities that provide wide-ranging atmospheric, near-space, and ocean data to distributed simulations compliant with the DoD High Level Architecture standards. Desired functions include accurate time synchronization, faster-than-real-time scenario playback, scenario editing with localized weather phenomena, and real-time updates aligned with authoritative weather models. The simulation should also address electromagnetic interference, electronic attack effects, and weapons impact while supporting data visualization, scenario validation, and internal logging for testing purposes. Responses are invited from government, commercial, academic, and nonprofit organizations that can demonstrate experience, fidelity, and compliance with HLA standards. The RFI clarifies that this is a planning step without procurement commitment, and all submissions will be treated as non-proprietary unless explicitly marked otherwise.

1. OVERVIEW: The Single Integrated Air Picture System Engineering Task Force (SIAP SE TF) has the mission of resolving critical operational shortfalls in Joint Theater Air and Missile Defense (JTAMD) and related capabilities. The Task Force analyzes current, and planned and programmed Joint Tactical Battle Management and Command and Control (BMC2) capability to identify policy and acquisition actions necessary to achieve the Integrated Architecture capable of providing a SIAP. In support of this effort, the SIAP SE TF is collecting information on applicable distributed modeling and simulation (M&S) capability that can provide representations of Joint Tactical BMC2 system components and, to stimulate them, simulations of the physical environment in which they operate. The components necessary for this analysis include existing communication systems (e.g., Link 16, Link 11), na vigation and Identification Friend or Foe (IFF) systems in various warfighting units, radar systems, other sensors and host mission computers used to generate and process measurements and observations. These components should support a composable M&S architecture, so specific requirements for these simulations fall into the categories of (1) mobile ad hoc network and Tactical Data Link communication services and effects, (2) sensors, (3) radiation propagation, (4) observables, (5) environmental effects, (6) navigation systems, (7) IFF systems (including Mode 5 and Mode S), (8) host mission computer programs (applications), (9) weapons and (10) scenario driver The SIAP SE TF has adopted the Joint Distributed Engineering Plant (JDEP) Technical Framework as its primary means for performing the required analyses. JDEP is a DoD program that is focused on providing common, reusa ble sets of simulation components that adhere to commercial and DoD standards for interoperability, particularly the High Level Architecture (HLA). JDEP was established to help foster reuse of such components to support Joint Tactical BMC2 interoperability testing and acquisition analyses across DoD. Because of its particular focus on addressing system-of-system analysis using distributed simulation, JDEP is the ideal vehicle for supporting SIAP analyses. The SIAP SE TF expects to use the component simulations in a JDEP federation beginning early in calendar year 2004 2. PURPOSE: This RFI seeks to identify the capabilities that currently exist to provide an environmental effects simulation that may include the following functionality: a. Provides environmental data, with coverage of the atmosphere, near-space and ocean regimes, to distributed simulations that will collec tively model and simulate the distributed system that builds and maintains a Single Integrated Air Picture (SIAP). b. Complies with the DoD High Level Architecture (HLA)/Run Time Infrastructure 1.3NGv6 or IEEE-Std-1516 for distributed modeling and simulation. c. Supports both the conservative and optimistic time management strategies supported by the HLA Time Management services, as well as: i. Maintains correct physical correlation between the date/time values associated with the active environmental scenario and the current virtual world date/time. ii. Supports faster-than-real-time playback of the environmental state to facilitate system demonstration, testing and troubleshooting. iii. Provides the ability to jump forward or backward in time within the temporal domain of an environmental scenario, to support on-demand introduction of specific environmental phenomena into the simulation. d. Constructs environmental scenarios from the outputs of validated, authoritative numerical weather models including the models supported by the Defense Modeling and Simulation Office's (DMSO) Master Environmental Library (MEL) and the Environmental Scenario Generator (ESG). e. Imports numerical model output data in the World Meteorological Organization's (WMO) standardized GRIdded Binary (GRIB) format and also in the transmittal format developed by Synthetic Environment Data Representation and Interchange Specification (SEDRIS). f. Derives environmental state variables such as Cloud Fraction and Precipitation Type which may be required by SIAP but which are not output directly by the numerical models. g. Provides scenario composition and editing functions that will allow the user to introduce spatially- and temporally-localized environmental phenomena (e.g., rain cells, thunderstorms, cloud decks, ionospheric storms, radar ducts) into the synthetic environment during the execution of the simulation to facilitate system demonstration, testing and troubleshooting. h. Provides functions for reviewing and validating the data content of an environmental scenario prior to using that scenario to drive a simulation exercise. This could include 2-D or 3-D data visualization. i. Support the generation of scenarios of arbitrary spatial and temporal resolution, shall support multiple resolutions, and shall be readily expandable with respect to the environmental state variables that can be represented within a scenario. j. Establishes a synthetic (simulated) environment that is correlated, to the maximum extent possible, with current real-world conditions. The server shall be capable of importing numerical nowcast and forecast data , as they become available during the execution of the simulation, and to make corresponding updates to the state of the synthetic atmosphere in near-real time. k. Models electromagnetic interference (EMI) from natural and synthetic sources l. Models the effects of jamming from various types of Electronic Attack (both Hostile and Friend) m. Models weapons effects n. Displays the current state of the synthetic environment as published to the Federation, to support demonstration, testing and troubleshooting. o. Allows internal data logging/recording for component and federate-level testing 3. Government organizations, commercial companies, universities, and not-for-profit organizations capable of providing such capabilities are invited to submit an affirmative response to this notice. Interested parties are requested to submit information on their simulation capabili ties, including the level of simulation fidelity/system functionality represented; previous simulation experience; current compliance with HLA; company description/history; and a point of contact no later than 1200 pm (EST) on 24 Oct 03. Information should be emailed to Maj David Borowsky +1 (555) 000-0000 ext 265 at contact@example.gov, and LCDR Kristin Acquavella +1 (555) 000-0000 at contact@example.gov. General questions concerning this RFI may be directed to LCDR Acquavella. Technical questions should be directed to Maj Borowsky. The submission of information is for planning purposes only and is not to be construed as a commitment by the Government to procure any items/services, nor for the Government to pay for the information received. No solicitation document exists. All information received shall be considered to be non-proprietary. Any information received that would be considered proprietary shall be specifically marked as "proprietary information." Information provided will not be shared outside of Government activities and agencies without the permission of the provider and shall be provided free of charge to the Government.
