This procurement is to obtain a contract which will provide graduate student support for accumulating materials for future publications for the Research Department at the Louis Stokes Cleveland VA Medical Center, 10701 East Blvd, Cleveland, OH 44106. The contract will include: 1literature reviews; 2.) instrumentation design; 3.) instrumentation prototyping; 4.) construction of instrumentation; 5.) computer programming for processing signals; 6.) documentation of hardware and software; 7.)bio- mechanical simulation and gait analysis; 8.)mechanical and statistical analysis; 9.) experimental implementation of systems; 10.) experimental implementation of FES controllers. The period of performance is 9/01/06 thru 6/30/07. CWRU is the only responsible source that can satisfy the governments need. The proposed contract is firm fixed price. The intent is not a request for competitive proposals. However, all quotes received within 10 days after the publication on this special notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is SOLEY within the discretion of the Government. Information received will normally be considered SOLEY for the purpose of determining whether to conduct a competitive procurement.
