The US Army, through the Army Contracting Command-New Jersey, awarded a cost-reimbursement letter contract to EDC Consulting LLC for system integrator services supporting the Integrated Personnel and Pay System - Army. The contract has an anticipated ceiling price of 8,588,035.36 dollars and utilizes a Cost Plus Fixed Fee and Cost Reimbursement structure. This specific pricing model was selected because performance uncertainties prevented the accurate cost estimation required for a fixed-price agreement. This action was executed using non-competitive procedures due to unusual and compelling urgency, as any delay in the award would have caused serious financial or other injury to the government. The procurement falls under NAICS code 541511 and was managed by the Department of Defense.

Full Description

This contract action was accomplished using other than competitive procedures because there is an unusual and compelling urgency and a delay in award would result in serious injury, financial or other, to the Government (FAR 6.302-2). See posted J&A for further information. This contract action was not awarded as a fixed price type because uncertainties involved in contract performance did not permit costs to be estimated with sufficient accuracy to use any type of fixed price contract. As such, a cost-reimbursement type action was awarded (FAR 16.301-2). The US Army, Army Contracting Command-New Jersey issued a Cost Plus Fixed Fee and Cost Reimbursement (no fee) Letter Contract in the form of a new contract with an anticipated ceiling price of $8,588,035.36 with EDC Consulting LLC in order to procure system integrator services for the Integrated Personnel and Pay System - Army (IPPS-A).
