A--Intent to Sole Source-Adenovirus (Ad-PON1-G3C9-1F11)

The US Army Medical Research Acquisition Activity (USAMRAA) plans to award a sole source, firm-fixed price contract valued at approximately $65,000 for a base year and two option years to Welgen Inc. for the adenovirus Ad-PON1-G3C9-1F11. This contract, under solicitation number W81XWH-14-T-0091 and NAICS code 541711, will be executed using Simplified Acquisition Procedures according to FAR Part 13. Welgen Inc. previously developed and optimized the synthesis, large-scale amplification, and purification processes of this genetically unique adenovirus under an earlier contract, and ongoing research at the US Army Medical Research Institute of Chemical Defense (USAMRICD) relies on this specific virus. Given the proprietary nature of the product and Welgen's unique capabilities, the Government has determined it is not in its best interest to compete the requirement further. Although this is not a competitive solicitation, all responsible sources were invited to submit capability statements or proposals by February 13, 2014, for consideration, without any government obligation to pay for responses or to compete the requirement.
