Amendment 01: The contract number for Rapid Response Space Works (RRSW), with Millennium Engineering and Integration (MEI) was incorrectly stated as NNA10DF21B. The correct contract number should be NNA10DF16B. NASA Ames Research Center (ARC) intends to extend Contract NNA10DF21B, Rapid Response Space Works (RRSW), with Millennium Engineering and Integration (MEI), Modular Space Vehicle (MSV) Contract NNA11AA03B with Northrop Grumman (NG) and MSV Contract NNA11AA05B with the Sierra Nevada Corporation (SNC) on a sole source basis pursuant to 10 U.S.C 2304(c)(1), and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. Over the past eight years, NASA ARC has partnered with the Department of Defense (DoD) on a number of activities focused on the development of small/medium satellites, satellite systems and subsystems, assembly integration and test, mission assurance, mission design, responsive manufacturing, ground operations, and launch services - often employing innovative approaches in order to accelerate acquisition timelines. Several of these capabilities are currently being met through a suite of contracts, awarded in 2010, under a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract titled "Rapid Response Space Works (RRSW)" and a multiple award IDIQ contract titled "Modular Space Vehicle (MSV)". The Small Spacecraft Prototyping Engineering Development and Integration (SSPEDI) acquisition serves as a follow-on to the RRSW and MSV contracts in the continued pursuit of innovative and affordable approaches through basic research, applied research, and advanced development focused on, but not limited to, payloads, buses (i.e. spacecraft subsystems such as life support; attitude control; guidance, navigation and control; command and data handling; communications system and antennas; power; thermal control; propulsion; and structures and trusses), ground systems / infrastructure and launch systems. SSPEDI is split into two requirements: Space Solutions (SpS) (follow-on to MSV) and Space Enablers (SpE) (follow-on to RRSW). SpS was competed first under RFP 80ARC018R0007; it is anticipated that the solicitation for SpE will be released after award of SpS. MEI is the only company that can complete the required activities in support of the RRSW and avoid unnecessary delays in fulfilling the mission while the follow-on requirements are being competed. Information on the follow-on SpE competition will be available on FBO in the future. The purpose of this extension is to continue to design, develop, build, operate, and sustain the RRSW to enable rapid access to space for DoD's Space Rapid Capabilities Office (SpRCO) and its partnering organizations. The RRSW contract activities include mission coordination, design, procurement, assembly, integration, test, on-orbit support, launch support and ground system support. The RRSW IDIQ contract was awarded on July 14, 2010. The period of performance, when the last option is exercised, will end May 9, 2019. Through this action, the contract will be extended for fourteen months, with a new end date of July 13, 2020. Modular Space Vehicles (MSV) has two multiple award contracts with on-going task orders, NNA11AA03B/ NNA16BE83T, with NG and NNA11AA05B/ NNA14AC24T with the SNC. The basic MSV contracts end on November 9, 2018, and will be extended for one year to support these on-going task orders, which were competitively awarded. NG and SNC are the only companies that can complete these tasks. The IDIQ maximum value must be increased in order to procure continued services for the RRSW until the follow-on SpE contract is awarded and to support the on-going MSV task orders. The RRSW and MSV contracts share a maximum value of $550M. The maximum IDIQ value will be increased to $750M under this extension, in order to accommodate on-going requirements. The Government does not intend to acquire a commercial item using FAR Part 12. This notice of intent is not a request for competitive proposals. Notwithstanding this stated intent, interested organizations may submit in writing their capabilities and qualifications to perform this proposed procurement action to both of the identified points of contact no later than 8:00 a.m. PST August 14, 2018. All responsible sources may submit their capabilities/qualifications which shall be considered by the agency. Such capabilities/qualifications will be evaluated solely for the purposes of determining whether or not to conduct this procurement action on a competitive basis. A determination by the Government not to compete this procurement action on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Questions regarding this notice MUST be submitted in writing to the point of contact identified below no later than 5:00p.m. PST August 3, 2018. Oral communications ARE NOT acceptable in response to this notice. NASA Federal Acquisition Regulation Supplement (NFS) clause 1852.215-84, Ombudsman, is applicable.
