Solicitation Number: DE-SOL-0009213 Notice Type: Special Notice Synopsis: THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. This notice is for informational purposes only and is not to be construed as a commitment by the Government. Potential sources who believe they can provide the services listed above are invited to submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government. The U.S. Department of Energy (DOE), Office of Intelligence and Counterintelligence (IN) intends to award a sole source contract to Interfax Europe LTD, located in London, UK, for the continuous electronic access via the Internet to Interfax National Gas Daily. The requirement consists of a one-year renewal subscription to Interfax Europe LTD. Interfax Europe is the sole provider of Interfax National Gas Daily. Enable users to access a proprietary, online content subscription product identified as the Natural Gas Daily (NGD). Users will have the capability to access archived issues of NGD back to the original NGD publication date. The DOE is using exemption to competition 6.302-1(a) (2) (ii), One Responsible Source. This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. If a firm believes the DOE should not pursue this sole source procurement Exchange/Monitor Publications, Inc., then they should submit a capability statement and pricing information for the requirement by 3:00pm EDT December 4, 2015. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information will be considered solely for the purpose of determining whether to conduct a competitive procurement.
