The U.S. Army Contracting Command-Aberdeen Proving Ground, Natick Contracting Division, on behalf of the Joint Program Executive Office for Chemical Biological Defense (JPEO-CBD), Joint Project Manager for Protection, intends to award a combination cost-plus- fixed-fee (CPFF) and firm fixed price (FFP) indefinite delivery /indefinite quantity (IDIQ) contract to Production Products Manufacturing and Sales Co. of Saint Louis, MO, for the redesign and fabrication of a shelter liner system, and related engineering services, for the Joint Strike Fighter (JSF) Decontamination System prototype to support a Form-Fit-Function Evaluation (location to be determined), a System Integration Evaluation, and the JSF Live Fire Test and Evaluation (LFT&E) both at Edwards AFB, CA. Release of the RFP is expected 15 March 2012. A contract with a four-year performance period (base and three options) is anticipated at a value not to exceed $3,000,000. The Government will procure redesigned/modified shelter liner(s); technical services to ensure effective integration/interface with other system components; repair and maintenance of the liner system; set-up, tear-down, and on-site engineering support during Evaluations. Production Products designed, developed, and fabricated the existing chemical-biological agent resistant shelter liner system for the JSF Decontamination System prototype. The liner system interfaces with and is supported by an air beam shelter, and includes an aircraft entry/exit door, personnel airlocks and insulation. The liner system utilizes an airtight vacuum seal, patented by Production Products, that prevents release of contaminants during decontamination operations. Production Products is the only known company with the capability of redesigning and manufacturing the shelter liner and the expertise to provide engineering services to support the shelter liner system during the three system Evaluations. Qualified sources may submit evidence that demonstrates their capability and qualifications to perform the specific activities on the systems described above to contact@example.gov by 2 March 2012.
