The Department of Veterans Affairs, Network Contracting Office 4, on behalf of the VA Pittsburgh Healthcare System, intends to award a sole-source, fixed-price contract to Ventana Medical Systems for the supply of antibodies, special stains, cell conditioners, and other reagents. These products are specifically designed for use with VA-owned equipment manufactured by Ventana Medical Systems, particularly the Ventana Biomedical IHC/IHS staining platforms currently in use. Due to the specialized nature of the reagents, which must be bioengineered to match optimal incubation times, temperatures, and bar-coded dispensing requirements integral to the proprietary platforms, the contract will be awarded without a competitive solicitation under FAR 6.302-1(a)(2), recognizing that Ventana Medical Systems is the only responsible source capable of fulfilling these unique requirements. A Justification and Approval for Other Than Full and Open Competition has been approved. The reagents are designed with attached information buttons to track lot numbers, quantities, and expiration data on a test-by-test basis, enabling efficient monitoring of product quality and potential defects, with data integrated into the platform's software for documentation and reporting. The notice clarifies that it is not a solicitation for proposals but an announcement of the government’s intent to proceed with a sole-source acquisition. Interested parties claiming capability to meet the requirements may submit documentation and capability statements by the specified deadline, but failure to respond will result in continuation of the sole-source process. Respondents must be registered in the System for Award Management (SAM) to be eligible for award, and no costs associated with responses will be reimbursed. The process is governed by federal acquisition regulations emphasizing strict compliance with the sole-source criteria.
