The contract involves awarding a sole source agreement to HumRRO to develop and operationally evaluate a new selection measure designed to improve the awarding of four-year ROTC scholarships to candidates most likely to complete the program and become commissioned officers. The work will include collecting test data from ROTC applicants to build an operational validity database, analyzing the relationship between test scores and subsequent ROTC enrollment and continuation, and determining the best way to integrate this new test into the current scholarship application process. HumRRO has prior experience with this research through two previous competed delivery orders, which positions them as the only capable source for this effort. This contract is a Firm-Fixed Price agreement with a twelve-month period of performance starting from the award date. It is being awarded under FAR subpart 6.3 without competitive proposals in accordance with the justification that only one source is capable of performing the work. The contracting activity is the U.S. Army Research Institute’s Contracting Center of Excellence, based at Fort Belvoir, VA. There will be no solicitation or RFP released, and interested parties can only submit capability statements by the specified deadline, although competitive proposals will not be considered.
