The National Institutes for Occupational Safety and Health requires the analysis of 40 samples to determine differential gene expression profiles using microarray technology for a project focused on the molecular mechanisms of cadmium carcinogenesis. The project specifically necessitates the use of the Applied Biosystems Rat Genome Microarray, which tracks over 10,000 functionally important genes. Due to the specialized nature of the ABI Platform and the required RNA quality and quantity assessments, the Vanderbilt Microarray Shared Resources has been identified as the only known organization capable of meeting these technical requirements. This presolicitation notice invites other responsible sources with the necessary expertise to submit a capabilities statement of no more than 10 pages to James Ambrozic by July 15, 2006. The government will review these submissions to determine if a competitive procurement is warranted. If no other qualified sources are identified within the 15-day window, the government intends to negotiate a purchase order directly with Vanderbilt University Medical Center as a sole source provider.

The National Institutes for Occupational Safety and Health (NIOSH), HELD/TMBB, Morgantown, WV requires analysis of 40 samples in support of a project "Molecular Mechanisms of Cadmium Carcinogenesis" to determine differential gene expression profiles using microarray technology. The Applied Biosystem's Rat Genome Microarray contains more than 10,000 well characterized and functionally important genes that are not known to be represented on any other commercially available microarray. The Vanderbilt Microarray Shared Resources is designed by Applied Biosystems as one of the Facilities to process experimental samples to determine differential gene expression profiling using Applied Biosystem's Rat Microarray. In accordance with FAR 13.106-1(b)(1), the Vanderbilt Microarray Shared Resources is the only known organization which can provide unique resources to meet the requirements of microarray analysis including assessing quality and quantity of RNA and assay run on the ABI Platform. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice their capabilities statement and supporting information in the format they choose, not to exceed 10 pages. Please forward capabilities and supporting information to: James Ambrozic, Reference: #JA000HCC33-2006-33049, JAmbrozic@cdc.gov.
