The Department of Defense, led by Mr. Peter B. Teets, the Executive Agent for Space, is implementing a new process aimed at enhancing communication between government and industry concerning Space Independent Research & Development (IR&D). This initiative addresses industry requests for more feedback on how their projects align with government space strategies. The process involves biannual conferences—conducted in the spring and fall—featuring government briefings and one-on-one sessions with selected companies. These sessions provide companies the opportunity to present their strategies and key projects while receiving direct feedback from government officials. The inaugural conference is scheduled for December 6-10, 2004, at Peterson Air Force Base, with a second conference planned for spring 2005 at a yet-to-be-determined location. Following each conference, focused government teams plan to conduct site visits to companies offering the most relevant contributions. Participation is limited to U.S. citizens who are either DoD employees or contractors with valid security certifications, and attendance requires responding by November 5 with a preference for spring or fall session participation. Selection for individual briefings will be based primarily on the level of Space IR&D funding and relevance to DoD space objectives. The event is unclassified and voluntary, with no government obligation implied by responses. Leadership from AFRL, HQ AFSPC, and SMC/TD will support the process, which is currently piloted within the Space Community but may expand to a broader Air Force and DoD audience if successful. Key contacts for government and contractor support have been provided to facilitate coordination and response.

Full Description

The DoD Executive Agent for Space, Mr. Peter B. Teets, has requested a new process to improve Space IR&D communications between government and industry. In addition, industry has requested a broader opportunity to get feedback as to how well their efforts fit with the government's future plans. In response, we have developed a new Space IR&D Process. Our approach is to hold two major conferences a year to review Space IR&D technologies and investments, with follow-up visits to select companies for further in-depth review. The new process will be pilot tested in the Space Community the first year with the intention of moving it Air Force-wide and possibly across the DoD. Conference Specifics. Both IR&D conferences will be run in the same manner. They will be conducted in the Spring and Fall, each one week long. The first IR&D Conference will be held at Peterson AFB in Colorado Springs from 6-10 Dec 04 at HQ AFSPC, Building 1 Auditorium, for Day One and the Leadership Development Center, Bldg 910, for Days 2 through 5. Monday will consist of government briefings. From Tuesday morning through Friday morning there will be a series of one-on-one briefings from selected companies with government feedback. We will have a second conference in the April/May timeframe, time and location still to be determined. For details, visit AFRL's website http://www.afrl.af.mil/announce/symposiums.html and select - IRAD Conference. Mr. Joe Sciabica of AFRL is designated as the team lead with support from senior leadership at HQ AFSPC, and SMC/TD. Mr. Peter B. Teets, the Under Secretary of the Air Force and DoD Executive Agent for Space, is scheduled to be the keynote speaker. Government Message. Monday will consist of government briefings. For this session, we ask each company to limit their attendance to two to three representatives due to conference room seating restrictions. The government intends to discuss investment strategy, objectives, priorities, and resources planned to achieve key future space capabilities. One-On-One Discussions with Industry. For 7-10 Dec, we have scheduled time for one-on-one government sessions with companies. Due to resource constraints, and our expectations for responses to this announcement, we anticipate having to select a more limited group of companies to participate in these sessions. Selection for the Fall Conferences will be firm, with a tentative list announced for the Spring Conference. The government will provide 1-3 hour blocks of time for each company to discuss their corporate strategy, key projects, and leave time for Q&A. Electronic presentations will be required. If not selected, we will attempt to schedule over the next series of conferences opportunities for all companies to participate. Follow-on Site Visits. After each conference, a more focused government team will visit select companies who briefed for further in-depth review. Criteria. We will use the following criteria as part of the selection process to participate in the one-on-one sessions and follow-on site visits: (1) Space IR&D funding levels and (2) Relevance of company efforts to DoD space objectives and interest areas. Restrictions. The meeting is unclassified, U.S. Citizens only. In order to attend, you must either be a DoD employee or DoD contractor with a valid DD 2345 Certification. This announcement is an expression of interest only and does not obligate the government in any way. Response to this request is voluntary and will not impact any future acquisitions. Please respond by 5 Nov with your intent to attend the Conference on 6-10 December. Also indicate any preference for Spring/Fall to present at a one-on-one session if selected. Please send your response by e-mail to Mr. Giovanni Pagan, +1 (555) 000-0000, contact@example.gov POCs: Government: Mr. Giovanni Pagan, +1 (555) 000-0000, contact@example.gov Contractor Support: Mr. Alan Livada, Universal Technology Corporation +1 (555) 000-0000, contact@example.gov Contracting POC: Ms. Sandy Schwartzwalder +1 (555) 000-0000; contact@example.gov

Enabling Technology for Future Missions
Solicitation # 9F063-20260085
The Canadian Space Agency (CSA) is soliciting proposals under the Space Technology Development Program (STDP) to develop and advance one to three priority technologies intended to reduce technical uncertainties for future Canadian space missions. This fixed-price procurement focuses on increasing Technology Readiness Levels (TRL) in accordance with CSA-ST-GDL-0001 Revision A guidelines. The identified priority technologies include a lightweight athermal reflecting telescope for CubeSats, readout electronics for large mosaic focal plane arrays, and technologies for the Ground Snow Mass Mission, with maximum funding per contract ranging from 1 million to 2 million Canadian dollars. The project is expected to span 16 months, structured around five key milestones: a kick-off meeting, preliminary design review, detailed design review and work authorization meeting, test readiness review, and a final review meeting. Selection is based on the highest combined rating of technical merit (60%) and price (40%), with additional points available for Indigenous considerations. The contract requires strict adherence to security protocols, including Protected B and Reliability Status, and mandates the use of the Information Sharing with External Partners portal for sensitive data transfers. Performance is subject to rigorous inspection and acceptance processes for both hardware and software, including a 90-day warranty period for custom software.

Commercial Low Earth Orbit (LEO) Destination Contract (CLDC) Technical Library
Solicitation # 80JSC025_CLDC_TECH_LIBRARY
The Commercial Low Earth Orbit (LEO) Destination Contract (CLDC) Technical Library, managed by the NASA Johnson Space Center, serves as a centralized repository of technical standards, plans, and guidelines for potential offerors. This initiative is part of a broader strategy to support the development of private LEO space destinations and supporting systems as NASA prepares for the retirement of the International Space Station. The library provides a series of data drops containing both controlled and uncontrolled technical data, including standards for docking systems, payload interfaces, and crew health operations. It also outlines specific NASA center capabilities and high-value engineering products available to industry partners to reduce technical and schedule risks. It is important to note that this activity is a special notice and does not constitute a Request for Proposals, Invitation for Bid, or Request for Quotation. No proposals are to be submitted in response to this notice, and it does not represent a commitment by the government to enter into a contract. Access to export-controlled content requires the submission of a specific request form and compliance with U.S. export regulations, including the implementation of Technology Transfer Control Plans and Non-Disclosure Agreements for foreign nationals. The library is intended to keep industry updated on current NASA technical standards in anticipation of future FAR-based acquisitions.
