Space and Naval Warfare Systems Center Pacific (SSC Pacific) hereby publicizes its intention to solicit, negotiate, and award a Firm-Fixed-Price (FFP) purchase order on a noncompetitive basis with Murtech, Inc., Glen Burnie, MD. The requirement is to develop and provide mathematical theory and derivations for pressure and seismic waves induced by the interactions between physical structures in the ocean with ocean waves and currents. This effort is in support of SSC Pacific's Underwater Infrasound Detection (UID) project in investigating the effects of surface waves and hydrodynamic flow on physical structures deployed in the ocean. The effort will require contractor personnel who possess expertise in hydrodynamic and acoustic physics and mathematical modeling of specific phenomena being evaluated in the project. Murtech, Inc. is the only firm currently possessing the capability to immediately provide this unique capability. Based on the aforementioned facts, only one responsible source and no other supplier or services will satisfy agency requirements in accordance with FAR 6.302-1. Acquisition of Commercial Items under FAR Part 12 and Simplified Acquisitions Procedures under FAR Part 13 apply.
