The Department of Defense's Space and Missile Center (SMC) is pursuing the Future Operationally Resilient Ground Evolution (FORGE) program by initiating a Request for Information (RFI) focused on developing an open Mission Data Processing (MDP) framework and associated applications. The strategy involves an iterative prototyping approach through the Space Enterprise Consortium (SpEC) using Other Transaction Authority (OTA) contracts. SMC plans to award three initial prototyping contracts each for the Mission Data Processing Application Framework (MDPAF) and the Mission Data Processing Applications Provider (MDPAP), with follow-on awards granted to the best prototype developers to complete full capability development. The effort encourages participation from a wide range of contractors, including small and disadvantaged businesses, under the NAICS code 541715, with a size standard of up to 1,250 employees. This RFI primarily serves as a market research tool to gather industry concepts regarding the design and delivery of third-party compatible MDP applications and the integration, verification, and testing of the MDP architecture. Interested companies should refer to the SpEC Industry Day materials for detailed proposal guidance, as SpEC OTA is the exclusive avenue for submission. The initiative also underscores collaboration and transparency by engaging with industry through one-on-one meetings. The primary points of contact for this acquisition are located at Peterson Air Force Base, Colorado, and include designated Major and Captain officials available for inquiries through official email and phone channels. The program remains in its early stages, with further solicitations expected to follow.

Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program
Solicitation # 10292026-LR-27
The Department of Energy, in partnership with the National Nuclear Security Administration, has announced the Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program. This initiative, conducted by the Nevada National Security Sites, Y-12 National Security Complex, and Kansas City National Security Campus, aims to assist qualified U.S. small and medium-sized businesses in manufacturing low-volume, high-impact technologies developed by DOE/NNSA Labs, Plants, and Sites. Under the program, selected businesses may receive a Cost Reduction License (CRL) for a nominal fee, granting them the rights to produce specified technologies for sale to the DOE, NNSA, and other government customers at pre-negotiated prices. Eligibility is limited to U.S.-based SMBs, with preference given to those near participating sites or those with SBA 8(a) or HUBZone designations. Interested parties are evaluated based on their technical and manufacturing capabilities, financial capacity, and ability to meet regulatory and security requirements. Responses must be submitted to the Technology Partnerships and Intellectual Property Office by April 1, 2027, and are categorized under NAICS code 541715.
