The Government is seeking sources for the development of the Glass Box Analytic Environment (GBAE) as part of the Novel Intelligence from Massive Data (NIMD) multiyear research and development program. The primary objective of this initiative is to identify novel intelligence within massive data sources, defined as information that provides new insights into previously misunderstood or unappreciated threats. The GBAE will serve as a central hub to instrument the analytic environment and collect data to evaluate algorithms developed under other NIMD research components. To facilitate this cutting-edge research, a commercial analytical environment using unclassified data will be utilized to parallel the Intelligence Community's environment. This sources-sought notice, solicitation number NBCHR040053, was posted on September 24, 2004, with a response deadline of October 8, 2004. The Government may limit the number of offerors permitted to submit proposals to avoid significant duplication of costs and program delays. Interested parties are required to submit capability statements specifically demonstrating knowledge and experience with the Novel Intelligence from Massive Data program, as failure to provide this information will result in the submission not being considered.

Full Description

The Government is contemplating issueing a solicitation for the following requirement: (a) As part of an interagency multiyear R&D effort to discover "novel intelligence" within the Intelligence Community's massive data sources, the Novel Intelligence from Massive Data program will establish and monitor the Glass Box that instruments the analytic environment. Additionally, the Glass Box will be used to collect data to evaluate algorithms developed under other research components of NIMD. Since the instrumentation necessary to capture the necessary information is still cutting edge and may require additional R&D, a commercial analytical environment paralleling an IC analytical environment has been chosen in order to provide researchers with access to unclassified data. (b) ARDA has launched a multiyear R&D program called Novel Intelligence from Massive Data (NIMD). NIMD's overall objective is to discover the "novel intelligence" that lurks undetected within our Community's massive data sources. We define "novel intelligence" to be information that causes an intelligence analyst to gain new insight into a heretofore unappreciated or misunderstood threat. This information may emerge from discoveries in the content and patterning of new data, or discoveries resulting from "out of the box" analytical re-interpretations of existing data. Novel intelligence often equates to "suspicious revelations" in one-time (or first-time) events, or in hidden connections between seemingly independent events or entities, or in puzzle pieces collected long ago, but that suddenly make sense in light of recent observations. (c) This requirement will focus on development of the Glass Box Analytic Environment (GBAE) that is a NIMD "hub" task that encompasses the actual analytic environment. The Government further contemplates limiting the number of offerors permitted to submit proposals for this requirement IAW FAR 6.302-1(a)(iii). See Notes 22 and 25. Interested parties must submit capability statements, including knowledge and experience with Novel Intelligence from Massive Data (NIMD). This knowledge and experience is critical to avoiding significant duplication of costs and program delay. Failure to provide this information will result in the submission not being considered further. See Notes 22.and 25.

V--Exclusive Use Helicopter Flight Services, Yosemite
Solicitation # 140D0426R0068
Solicitation 140D0426R0068 is an Indefinite Quantity contract set aside for small businesses to provide exclusive use helicopter flight services at Yosemite National Park, with a designated reporting base at Crane Flat Helbase. The contractor is responsible for providing a turbine engine aircraft with skid landing gear and dual hydraulics, capable of a 1,500-pound non-jettisonable payload at 7,000 feet pressure altitude and 30 degrees Celsius. Operations involve transporting personnel and cargo for natural resource missions, including search and rescue, fire suppression, aerial ignition, and law enforcement reconnaissance, often operating between 2,000 and 14,000 feet MSL in temperatures exceeding 38 degrees Celsius. The scope of work requires the provision of all pilots, fuel, and a fuel servicing vehicle, with pilots holding at least an FAA commercial pilot certificate and rotorcraft-helicopter rating. The government will award the contract based on best value, utilizing a tradeoff analysis where technical capability, organizational safety, and past performance are weighted equally and are significantly more important than the total evaluated price. Performance periods are estimated for Year Two (March 2028 to February 2029) and Year Three (March 2029 to February 2030). Invoicing must be processed electronically through the Invoice Processing Platform with required Aircraft Use Reports. Strict equipment standards apply, including specific high-visibility markings for rotor blades and color-coded fuel identification for servicing vehicles. Proposals must be submitted via email to the Interior Business Center and organized into volumes covering the offer, technical capability, and organizational safety.
