The Goddard Space Flight Center's Destiny mission team is preparing a proposal in response to NASA's upcoming Research Announcement for joint NASA-DOE Dark Energy Mission concepts. The Destiny mission concept encompasses a comprehensive suite of hardware and software designed for a space-based investigation into dark energy, including critical components such as the Optical Telescope Assembly, Science Instrument with Fine Guidance System, and the spacecraft bus. The proposal effort is structured in two phases: an initial mission concept study under the NASA Research Announcement, expected to last about two years, followed by participation in a potential Announcement of Opportunity for selected mission concepts. The study aims to develop a detailed mission architecture and observing strategy for Destiny, positioning it competitively for future development opportunities. The partnership opportunity seeks collaborators to contribute to the design and development of the Destiny mission, either by providing expertise in all mission elements or focusing on specific components such as optical systems, science instruments, guidance capabilities, detectors, or spacecraft infrastructure. While no funds will be exchanged between partners during the initial proposal phases, funding will become available if Destiny advances through selection at subsequent stages. Responses to this partnership solicitation were due by September 30, 2005, with all related documents accessible online through NASA's procurement portal. Interested parties are responsible for obtaining the Partnership Opportunity Document and any amendments and may direct inquiries to Dr. Jon Morse. This collaborative approach aims to assemble a skilled team to contribute to NASA’s ambitious exploration of dark energy.

Full Description

The Goddard Space Flight Center's Destiny mission team is developing a proposal to submit in response to the upcoming NASA Research Announcement (NRA) for NASA-DOE Joint Dark Energy Mission (JDEM) concepts. The proposed mission concept is called Destiny, which consists of the full suite of hardware and software capabilities necessary to conduct a space-based JDEM science investigation. The key hardware elements include the Optical Telescope Assembly (OTA), Science Instrument and Fine Guidance System (SI/FGS), and the spacecraft bus. The goal of the concept study is to develop a mission architecture to be proposed for the JDEM Announcement of Opportunity (AO), to be released no sooner than Spring of 2007. Thus, this proposal effort is comprised of two phases: the JDEM NRA for mission concept studies and the JDEM AO. NASA HQ is expected to select one or more mission concepts for study from the NRA. This study will be ~2 years in duration, and the results of this study, in addition to fulfilling the obligations of the NRA, will be used to propose to the JDEM AO. This partnership opportunity is being issued to select a teaming partner(s) to: - Develop the Destiny mission concept and observing strategy - Develop all or a subset of the following: o Optical elements or all of the Optical Telescope Assembly o Science Instrument concept o Fine Guidance capability o Focal Plane Arrays and Detector System o Spacecraft Bus - Collaborate in future JDEM development opportunities. Responders may propose a partnership to provide for all mission elements, a single element, or any subset of the above elements. There will be no exchange of funds between the teaming partners for the JDEM NRA proposal and JDEM AO proposal. If the Destiny concept is selected in the NRA for study, some funding will be available according to the budget developed during the proposal preparation. If Destiny is selected as a result of the JDEM AO process, the partner(s) will be funded according to the budget developed during the mission AO proposal phase. Questions about this POD should be directed to Dr. Jon Morse (Phone: +1 (555) 000-0000, Email: contact@example.gov). Final Due Date of POD Response Responses to this POD are due by 5 pm EDT on September 30, 2005. An electronic PDF document may be sent to the above Email address at this time. This solicitation/synopsis is not to be construed as a commitment by the Government nor will the Government pay for the information solicited. An ombudsman has been appointed. See Internet Note - B. The documents for this partnership opportunity will be in Microsoft Office Suite (Word 6.0, Excel 5.0, or PowerPoint 4.0) format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. Enabling Technology for Future Missions
Solicitation # 9F063-20260085
The Canadian Space Agency (CSA) is soliciting proposals under the Space Technology Development Program (STDP) to develop and advance one to three priority technologies intended to reduce technical uncertainties for future Canadian space missions. This fixed-price procurement focuses on increasing Technology Readiness Levels (TRL) in accordance with CSA-ST-GDL-0001 Revision A guidelines. The identified priority technologies include a lightweight athermal reflecting telescope for CubeSats, readout electronics for large mosaic focal plane arrays, and technologies for the Ground Snow Mass Mission, with maximum funding per contract ranging from 1 million to 2 million Canadian dollars. The project is expected to span 16 months, structured around five key milestones: a kick-off meeting, preliminary design review, detailed design review and work authorization meeting, test readiness review, and a final review meeting. Selection is based on the highest combined rating of technical merit (60%) and price (40%), with additional points available for Indigenous considerations. The contract requires strict adherence to security protocols, including Protected B and Reliability Status, and mandates the use of the Information Sharing with External Partners portal for sensitive data transfers. Performance is subject to rigorous inspection and acceptance processes for both hardware and software, including a 90-day warranty period for custom software.

Expression of interest: Small-satellite missions sandpit
Solicitation # 206083
UK Research and Innovation is seeking expressions of interest for a small-satellite missions sandpit designed to bring together approximately 30 researchers and innovators from diverse disciplines. The goal is to co-develop ambitious, challenge-led small-satellite mission concepts focusing on innovative sensors, data streams, and cross-sector enabling technologies to enhance sovereign capability, address national security and societal challenges, and support economic growth. The activity consists of six sessions held between January 26 and February 11, 2027, utilizing a combination of online sessions and a two-day residential event. Total program funding is listed at 1,870,000, with the objective of developing concepts for pump-priming research grants in 2027/2028. Selection of participants is based on core assessment questions focusing on skills and potential contributions rather than track record, with additional consideration given to geographic diversity across all UK regions. Applicants must apply through an Expression of Interest stage, and invited applicants will use the Resume for Research and Innovation format. Mandatory attendance at all sessions is required, with travel and subsistence costs reimbursed and accommodation provided for overnight stays. The program is managed by the UKRI Space Programme team, with the response deadline for the solicitation set for November 25, 2026.

Commercial Low Earth Orbit (LEO) Destination Contract (CLDC) Technical Library
Solicitation # 80JSC025_CLDC_TECH_LIBRARY
The Commercial Low Earth Orbit (LEO) Destination Contract (CLDC) Technical Library, managed by the NASA Johnson Space Center, serves as a centralized repository of technical standards, plans, and guidelines for potential offerors. This initiative is part of a broader strategy to support the development of private LEO space destinations and supporting systems as NASA prepares for the retirement of the International Space Station. The library provides a series of data drops containing both controlled and uncontrolled technical data, including standards for docking systems, payload interfaces, and crew health operations. It also outlines specific NASA center capabilities and high-value engineering products available to industry partners to reduce technical and schedule risks. It is important to note that this activity is a special notice and does not constitute a Request for Proposals, Invitation for Bid, or Request for Quotation. No proposals are to be submitted in response to this notice, and it does not represent a commitment by the government to enter into a contract. Access to export-controlled content requires the submission of a specific request form and compliance with U.S. export regulations, including the implementation of Technology Transfer Control Plans and Non-Disclosure Agreements for foreign nationals. The library is intended to keep industry updated on current NASA technical standards in anticipation of future FAR-based acquisitions.
