This contract seeks a teaming partner to collaborate on the development of the AXP Extendible Optical Bench (EOB) design, supporting the initial proposal submission, and potentially assisting with Phase A studies if funded. The selected partner will also be responsible for building, integrating, and testing the complete flight EOB system should the AXP project advance beyond Phase A. The broader mission development and operations, including spacecraft, mission control, and data processing, will be managed by the Goddard Space Flight Center (GSFC), while launch vehicle procurement falls under NASA Headquarters. Initial participation in preparing the proposal submission will not involve any financial exchange between partners, but funding will be available for Phase A and subsequent phases contingent upon selection. This solicitation emphasizes that the request for information serves preliminary planning purposes and does not guarantee any future contract or procurement commitment from NASA. Costs incurred during submission are the responsibility of the offerors, and the government will not reimburse these expenses. An ombudsman has been appointed to assist with this opportunity. Relevant documents will be available via a specified NASA procurement website, and it is the responsibility of potential offerors to monitor this site for updates, download necessary documents, and stay informed of any amendments. The solicitation reiterates that it does not constitute a binding agreement or commitment from the government.
