The Space and Naval Warfare Systems Center, San Diego (SSC-SD) awarded a contract to Science Applications International Corporation (SAIC) on November 11, 2004, valued at $1.2 million, which includes two one-year options. This contract supports the TCP Control Planes, with the current effort aimed at enhancing system capabilities under Option I of Contract N66001-05-C-8001, set to expire on November 30, 2007. The planned extension, estimated at $450,000, focuses on incorporating new metrics such as multiplexing two separate links to achieve at least 65% of aggregate bandwidth, doubling the number of users on a link without performance degradation, and maintaining fairness to conventional traffic with no more than a 5% performance drop in fully control plane-enabled routers. SAIC is uniquely qualified to continue this work due to its exclusive expertise in supporting the hardware and software configurations of the TCP Control Planes, ensuring project continuity without significant delays or extra costs. The work is being handled under the Department of Defense's Niwc Pacific office in San Diego, California. The contract is competitively awarded initially but the follow-on work is intended for sole-source procurement, leveraging SAIC’s specialized knowledge and experience to improve system performance and manage network traffic effectively.
