The Naval Air Systems Command plans to issue two delivery orders under the Basic Ordering Agreement N00019-05-G-0026 with The Boeing Company on a sole-source basis to support the P-8A aircraft program. The first delivery order will cover a comprehensive range of services including engineering, logistics, prototyping, production, installation, testing, analyses, investigations, trade studies, capability demonstrations, design improvements, technology insertions, obsolescence mitigation, and product improvements related to reliability. This work is expected to conclude by December 6, 2010. The second delivery order aims to implement and update findings from a prior Boeing study conducted under the System Development and Demonstration (SDD) contract, with an expected completion date of September 30, 2008. These procurement actions are justified under FAR 6.302-1 as sole-source purchases because Boeing is the only responsible source capable of fulfilling the requirements due to their exclusive role as the P-8A developer and their unique access to the necessary technical data and expertise. The actions will support key developmental and improvement efforts for the P-8A aircraft, ensuring the program benefits from Boeing’s proprietary knowledge and capabilities. The Naval Air Systems Command is administering the contract from its office in Patuxent River, Maryland, and points of contact for this acquisition include Christopher A Rawlings and Michele M Webb.
