The National Oceanic & Atmospheric Administration (NOAA) intends to award a sole source contract to the Texas A & M Research Foundation for the development of a Consistent Library Lookup and Retrieval System, specifically focused on advancing the radiative transfer model used to estimate cloud properties from the GOES-R sensor. This forthcoming contract will be a follow-on cost reimbursable agreement, encompassing a base year and an additional one-year option period. The selection of Texas A & M Research Foundation is based on their unique expertise and long-standing collaboration with NOAA and its partners, including NASA and academia, particularly in the area of light scattering by non-spherical ice crystals, which is critical for the atmospheric radiative transfer community. Their specialized computational models and simulations have been foundational to several operational programs, including NASA’s MODIS ice cloud retrieval algorithms. NOAA emphasizes that this notice is solely an intent to contract directly with Texas A & M Research Foundation and is not a solicitation or request for proposals, nor will NOAA accept unsolicited proposals related to this effort. The agency recognizes the Texas A & M Research Foundation as the only appropriate source due to their unparalleled experience and the critical nature of their contributions to the project. This notice does not obligate NOAA to enter into a contract or pay for information submitted in response, reinforcing that any responses should comply with the specified procedural guidance. The contracting office is located in Silver Spring, MD, with designated points of contact available for inquiries.

INTENT TO SOLE SOURCE NOTICE: Please read this entire notice carefully as it constitutes the only notice that will be issued regarding the National Oceanic & Atmospheric Administration (NOAA) intent to contract by other than full and open competition in the development of Consistent Library Lookup and Retrieval System in Support. NOAA intends to award a sole source a contract to Texas A & M Research Foundation, 3578 University Drive, College Station, TX. The anticipated contract will be a follow on cost reimbursable contract and will include a base year plus one (1) one-year option period. The applicable North American Industry Classification code is 541710, size standard is 500 employees. The work to be performed is for developing the radiative transfer model to be used in estimating cloud properties from the GOES-R sensor. The contract will utilize the services of Texas A & M Research Foundation for research and development of the GOES-R Algorithm Working Group. The Texas A & M Research Foundation provides unique experience that is unavailable within NESDIS. Only he can provide the computations that we need. The Texas A & M Research Foundation has a long collaboration with NOAA and its institutes. They have a team of scientists from NOAA, NASA and academia working on the cloud algorithms from GOES-R. They also have an expert in the area of light scattering by non-spherical particles (ice crystals, in particular). Over years, they have developed various state of the art light scattering computational models. The optical properties of ice crystals which their team has simulated have been of great utility to the atmospheric radiative transfer community. These simulations of the optical properties of ice crystals that have been used in the NASA MODIS operational ice cloud retrieval. Therefore the Texas A & M Research Foundation a critical role in our project which relies heavily on their expertise. Because of the Texas A & M Research Foundations extensive experience in light scattering computation, radiative transfer simulation, and remote sensing, the Texas A & M Research Foundation is the only appropriate contractor for this project. Additionally, it is not the Government's intention to enter into a contract based on this notice or otherwise pay for information solicited. This is not a Request for Proposal (RFP). This is a notice of intent to sole source only, and shall not be construed as a solicitation or as an obligation on the part of the NOAA. NOAA will not accept unsolicited proposals in response to the subject of this request for capabilities statements. Vendors who believe they have this capability should respond in accordance with Numbered Note 22. The Government will not be responsible for any costs incurred in responding to this notice. See numbered note 22.

Fast Assessment of Solutions, Therapeutics, Pharmaceuticals, and SupplieS (FASTPASS) Innovative Solutions Opening
Solicitation # ARPA-H-SOL-26-160
The Advanced Research Projects Agency for Health (ARPA-H) is seeking multiple awardees under Other Transaction Agreements for the Fast Assessment of Solutions, Therapeutics, Pharmaceuticals, and SupplieS (FASTPASS) program. The objective is to develop a near real-time, non-destructive, AI-enabled system capable of screening pharmaceutical products and inputs through their packaging at ports of entry and other supply-chain nodes. By integrating multi-modal sensing, signal processing, and data fusion, the system aims to augment FDA oversight by detecting contamination, adulteration, and formulation variability without opening containers. The program is structured as a 54-month effort divided into three 18-month phases, culminating in a fieldable platform with integrated visual imaging and machine-readable code documentation. Eligible respondents include universities, non-profit organizations, small businesses, and other commercial entities, provided they maintain active registration in SAM.gov and are not entities of concern under the CHIPS and Science Act of 2022. The submission process requires a mandatory Solution Summary Presentation by September 21, 2026, followed by a full proposal due by November 10, 2026. Full proposals must include a technical and management plan, a task description document, a cost proposal narrative and workbook, and a milestone payment schedule. Selection will favor technologies capable of analyzing a broad range of products and packaging, while destructive testing methods and technologies requiring the opening of samples are explicitly excluded from the scope.
