The Product Manager, Force Protection Systems proposes a non-competitive, Firm Fixed Price contract for the design, installation, testing, and maintenance of a Prototype Fixed Site Cargo Inspection System at Ft Bragg, NC. Intended for American Science & Engineering Inc. due to proprietary rights to Shaped Energy and Z-Backscatter technologies, the project aims to evaluate the feasibility of enhancing these technologies for Department of Defense research objectives. The system must support power up to 6 Mev with 1mm imaging resolution, bidirectional scanning for up to 30 trucks per hour, and multiple viewing angles while reducing costs and the radiation safety exclusion zone. The project is structured into two phases over a 13-month period, excluding the hardware warranty. Phase I focuses on site surveys and the procurement of long-lead items, while Phase II covers system integration, installation, testing, and maintenance. Because the government intends to use Alpha contracting procedures, no formal solicitation, specifications, or drawings will be issued. While the award is intended for a specific source, interested parties may submit offers within fifteen calendar days of publication for the government to determine if the procurement should be made competitive.
