The Naval Air Systems Command (NAVAIR) plans to negotiate a Cost Plus Fixed Fee task order under a Basic Ordering Agreement with Sikorsky Aircraft Corporation to support the Reduction in Total Ownership Cost (RTOC) program. This effort involves the design, development, integration, testing, and qualification of a new Composite Stabilator and Integrated Exhaust Provisions (IEP) for the MH-60 aircraft, based on the UH-60M Composite Stabilator. The scope includes both non-recurring engineering tasks and associated logistical support. Sikorsky Aircraft Corporation is the sole source for this contract, given their unique position as the only developer, designer, and manufacturer with the necessary technical data and experience to meet government requirements within the stipulated timeframe. The procurement is conducted under FAR 6.302-1, which allows for sole-source contracting when only one responsible source is available. All responsible sources may submit a proposal, but only Sikorsky meets the criteria required for this specialized work. The principal point of contact for this contract is Shawn Campbell, Contract Specialist at NAVAIR, who can be reached via phone or email for further information. The contract supports the Department of Defense’s efforts to reduce ownership costs by advancing component technology on critical MH-60 platforms, thereby enhancing aircraft operational capability and lifecycle efficiency. The office managing this contract is located in Patuxent River, Maryland.
