The U.S. Army’s Program Executive Office for Simulation, Training and Instrumentation, in partnership with the Department of Defense Test Resource Management Center, is conducting market research for the development of two new optical tracking systems intended to replace the outdated Kineto Tracking Mounts used across DoD test ranges. These new systems will incorporate advanced technology to enhance testing capabilities, reduce operational costs, and support all current and emerging test customer requirements. The project envisions two configurations: a small system optimized for high-dynamic, light payload elevated tasks, and a medium system designed for lower dynamic yet heavier payload applications. Multiple units of each will be integrated to create a comprehensive system with features such as multi-station Time-Space-Position-Information solutions, sensor fusion, automated flight regime handoff, and coordinated camera operation, ultimately fully integrating into the DoD Test Range architecture. This Request for Information seeks industry feedback on the Draft Test Capability Requirements Document (TCRD) to help shape the final requirements ahead of a forthcoming Request for Proposal. Respondents are encouraged to provide detailed comments, particularly on sections 3 and 4 of the draft, including clarifications, additions, or recommendations concerning the technical content. Submissions are due by August 3, 2012, and may be sent electronically or by mail. While this RFI does not represent a solicitation or a commitment to procure, it offers early engagement for industry to influence system development. Respondents should include business size and any socio-economic designations, and provide suggestions on appropriate NAICS codes. Proprietary information may be submitted but must be marked clearly; all responses will be treated as For Official Use Only and protected accordingly. Feedback is not mandatory for future participation in the procurement process.

SEEKING INDUSTRY COMMENTS ON TEST CAPAILITY REQUIREMENTS DOCUMENT (TCRD) The U.S. Army, Program Executive Office for Simulation, Training and Instrumentation (PEO STRI); Project Manager for Instrumentation, Targets and Threat Simulators; Instrumentation Management Office in partnership with the Department of Defense (DoD) Test Resource Management Center (TRMC) Central Test and Evaluation Investment Program (CTEIP) are conducting Market Research for the development of two new types of optical tracking systems for DoD ranges. These optical tracking systems will replace many of the existing Kineto Tracking Mounts (KTM) that are outdated and expensive to operate. The replacement systems will utilize updated technology that improves test capabilities in support of all current and emerging test customer requirements, while simultaneously reducing the overall life cycle costs. Interested parties are invited to provide responses in accordance with the following information and the attached draft ARTIS Test Capability Requirements Document (TCRD). DESCRIPTION The ARTIS project will develop two new types of modern, remotely controlled, optical tracking systems for DoD Test Ranges. The first configuration optimally supports high-dynamic, light-payload elevated requirements and is generically referred to as the small configuration; the second configuration optimally supports lower dynamic and heavier payload requirements and is generically referred to as the medium configuration. Multiple units of each type will be required in order to fully develop and integrate an overall system capability that includes n-station Time-Space-Position-Information (TSPI) solutions, sensor fusion, automated flight regime handoff, staged and segmented camera triggering, and slave operations. The end state of the project will be the full integration of these systems into the DoD Test Range architecture. Having invested in the non-recurring engineering costs to design these systems through this Central Test and Evaluation Investment Program (CTEIP) project, all DoD Test Ranges using optical instrumentation will benefit from leveraging the results of ARTIS to move forward with replacement of their optical tracking systems.
