The Naval Surface Warfare Center Carderock Division plans to award a sole source contract to Mobilisa, Inc. for Research and Development services focused on the prototype development and testing of a proprietary "Floating Area Network" designed by Mobilisa. Given that Mobilisa is the original innovator and possesses unique knowledge and expertise regarding this network, they are the only company capable of fulfilling the agency’s needs. The contract will have a performance period of twenty-four months starting from the contract award date and is conducted under the authority of 10 U.S.C. 2304(c)(1), which allows for non-competitive sourcing when only one responsible source can meet the requirements. This solicitation is being posted on both the Federal Business Opportunities (FBO) and Navy Electronic Commerce on Line (NECO) platforms as an alternative means of access in case one site is unavailable. While only Mobilisa is eligible for the award, other companies interested in subcontracting opportunities are encouraged to contact Mobilisa directly. The contract pertains specifically to the development and testing of this specialized floating network prototype, and no other sources will be considered due to the proprietary nature of the technology involved.

General Info

Mobilisa awarded sole source contract for 24-month R&D on proprietary Floating Area Network prototype.
