NASA is soliciting proposals under the research announcement NRA-03-OBPR-07 for ground-based studies focused on space radiation biology and space radiation shielding materials. The research will utilize high-energy heavy nuclei beams provided by the NASA Space Radiation Laboratory and the Alternating Gradient Synchrotron at Brookhaven National Laboratory to simulate galactic cosmic rays, the biologically critical component of space radiation. The NSRL is a newly established irradiation facility funded by NASA, completed in 2003, designed to advance research that supports NASA’s mission and the efforts of the Office of Biological and Physical Research. Proposals are invited from October 10, 2003, through January 9, 2004, and participants are encouraged to promote public understanding of life sciences, space environments, and OBPR programs by integrating education and outreach into their projects. Collaborators who receive funding may need to work with NASA to develop a communication plan to share research findings with the public. The announcement can be accessed online or requested in paper form for those without internet access. The technical contact for inquiries is Dr. David Tomko at NASA Headquarters. This opportunity aligns with federal acquisition regulations and formalizes research support for advancing space radiation studies.

Federal Business Opportunities synopsis for NRA-03-OBPR-07, Research Opportunities for Ground-Based Research in Space Radiation Biology and Space Radiation Shielding Materials: This National Aeronautics and Space Administration (NASA) Research Announcement (NRA) solicits proposals for ground-based research in space radiation biology and space radiation shielding materials. NASA will provide beams of high-energy heavy nuclei produced at the NASA Space Radiation Laboratory (NSRL) and the Alternating Gradient Synchrotron (AGS) at Brookhaven National Laboratory (BNL) for this research. These beams simulate the high-energy, high-charge (HZE) components of galactic cosmic rays that constitute the biologically most significant component of space radiation. NSRL is a new $34 million irradiation facility at BNL, funded by NASA, completed in June, 2003. This research supports NASA's mission and the Office of Biological and Physical Research (OBPR). All participants in this NRA are strongly encouraged to promote general scientific literacy and public understanding of life sciences, the space environment, and the OBPR programs through formal and informal education opportunities. Where appropriate, supported investigators will be required to produce, in collaboration with NASA, a plan for communicating their work to the public. Starting October 10, 2003, this NRA and other relevant information will be available electronically via the Internet at: http://research.hq.nasa.gov/code_u/nra/current/NRA-03-OBPR-07/index.html The solicitation will be open for the period through January 9, 2004; proposals may be submitted at any time throughout the period. Paper copies of the Announcement are available starting October 10, 2003 to those who do not have access to the Internet by calling +1 (555) 000-0000 x277 and leaving a voice mail message. Please leave your full name, address with zip code, telephone number with area code, and the NRA number (NRA-03-OBPR-07). The technical point of contact for this effort is: Dr. David Tomko, Enterprise Scientist, Code UB, Bioastronautics Research Division, NASA Headquarters, Washington, DC 20546. This notice constitutes a NASA Research Announcement as contemplated in FAR 6.102 (d) (2). Proposal due date is January 9, 2004.

Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program
Solicitation # 10292026-LR-27
The Department of Energy, in partnership with the National Nuclear Security Administration, has announced the Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program. This initiative, conducted by the Nevada National Security Sites, Y-12 National Security Complex, and Kansas City National Security Campus, aims to assist qualified U.S. small and medium-sized businesses in manufacturing low-volume, high-impact technologies developed by DOE/NNSA Labs, Plants, and Sites. These technologies, which include specialized optical imaging, radiation and chemical sensing systems, precision electrical components, and advanced materials, often have limited commercial markets but are critical for government mission requirements. Under the program, selected businesses may receive a Cost Reduction License (CRL) for a nominal fee, granting them the rights to produce specified technologies for sale to the DOE, NNSA, and other government customers at pre-negotiated prices. Eligibility is limited to U.S.-based SMBs, with preference given to those near participating sites or those with SBA 8(a) or HUBZone designations. Interested parties are evaluated based on their technical and manufacturing capabilities, financial capacity, and ability to meet regulatory and security requirements. Responses must be submitted to the Technology Partnerships and Intellectual Property Office by April 1, 2027, and are categorized under NAICS code 541715.
