The contract pertains to NOAA's revised acquisition strategy for the GOES-R satellite program, which involves transitioning from a single prime contractor approach to multiple contracts to enhance government oversight and leverage the capabilities of both NOAA and NASA. NOAA will maintain overall program management and be responsible for acquiring and operating the ground system as well as developing the necessary algorithms. NASA will handle the spacecraft contract, continue awarding instrument contracts, supply instruments as Government Furnished Equipment, procure the launch vehicle under a separate contract, and manage systems engineering and integration. This strategy aims to reduce program risk and improve the likelihood of delivering a high-performing satellite system on time and within budget. The GOES-R program planned to release requests for proposals for the space and ground segments by fall 2007, with contract awards expected by summer 2008. The announcement serves solely informational purposes and is not a solicitation or request for vendor proposals, with any information provided by vendors used exclusively for market research. The contract is managed under the Department of Commerce, NOAA, with points of contact available for more information. The overall goal is to facilitate a more effective and controlled acquisition process for the next-generation weather satellite system.

General Info

Full Description

On November 29, 2004 NOAA posted a presolicitation notice (reference number: NE-EK000-5-00033) which identified a phased, single prime contractor acquisition approach for the procurement of an end-to-end fully integrated contract for space and ground systems for the GOES-R satellite. Since that time NOAA has awarded system Program Definition and Risk Reduction (PDRR) contracts in support of the Acquisition and Operations phase. The Program has revised its program management and acquisition strategies to strengthen government oversight and control and to leverage the unique capabilities of NOAA and NASA. NOAA believes the revised acquisition strategy and management approach reduces program risk and maximizes NOAA's potential for fielding a high performing satellite system on schedule and within budget. The revised acquisition strategy replaces the single prime contract approach with multiple contracts. NOAA will retain overall program management responsibility. NOAA will acquire the ground system, operate the system following satellite launch, and will be responsible for algorithm development. NASA will award the spacecraft contract. NASA will also continue to award the instrument contracts and will provide the instruments to the spacecraft contractor as Government Furnished Equipment. NASA will acquire the launch vehicle under a separate contract. NASA will manage systems engineering and integration. The GOES-R Program intends to release requests for proposals (RFP) for both space and ground segments by the Fall of 2007, and award the contracts by the Summer of 2008. This announcement is for information purposes only; it is not a solicitation, nor is it a request for a capabilities statement from vendors. Any proposal documents, capabilities statements and marketing information submitted by vendors will be used for market research purposes only. Additional details regarding these acquisitions will be provided subsequently.

Enabling Technology for Future Missions
Solicitation # 9F063-20260085
The Canadian Space Agency (CSA) is soliciting proposals under solicitation number 9F063-20260085 for the development of one to three enabling technologies to support future space missions. The primary objective is to advance strategic technologies to reduce technical uncertainties and support the implementation of future Canadian space activities. A specific focus of this effort is the maturation of a lightweight, athermal reflecting telescope capability to Technology Readiness Level (TRL) 5. This includes the delivery of a reflecting telescope brassboard validated for Low Earth Orbit (LEO) vibration and thermal-vacuum environments, intended for Earth Observation imaging payloads on CubeSats of 4U or larger, with the telescope itself being 2U or less. Key performance targets include a Ground Sampling Distance of less than 7 metres and a swath width greater than 5 km. The project is planned for a duration of 16 months, structured around five key milestones: a Kick-off meeting, Preliminary Design Review, Detailed Design Review/Work Authorization Meeting, Test Readiness Review, and a Final Review meeting. Deliverables include the hardware brassboard, CAD and performance analysis models, software, and a Technology Roadmap for advancing to TRL 6-8. This solicitation is restricted to Canadian suppliers. Awards will be based on the highest combined rating of technical merit (60 percent) and price (40 percent), with a minimum technical score of 70 points required for consideration. The procurement process includes strict requirements for security clearances, intellectual property disclosure, and adherence to environmentally preferable packaging standards.

Commercial Low Earth Orbit (LEO) Destination Contract (CLDC) Technical Library
Solicitation # 80JSC025_CLDC_TECH_LIBRARY
The Commercial Low Earth Orbit (LEO) Destination Contract (CLDC) Technical Library, managed by the NASA Johnson Space Center, serves as a centralized repository of technical standards, plans, and guidelines for potential offerors. This initiative is part of a broader strategy to support the development of private LEO space destinations and supporting systems as NASA prepares for the retirement of the International Space Station. The library provides a series of data drops containing both controlled and uncontrolled technical data, including standards for docking systems, payload interfaces, and crew health operations. It also outlines specific NASA center capabilities and high-value engineering products available to industry partners to reduce technical and schedule risks. It is important to note that this activity is a special notice and does not constitute a Request for Proposals, Invitation for Bid, or Request for Quotation. No proposals are to be submitted in response to this notice, and it does not represent a commitment by the government to enter into a contract. Access to export-controlled content requires the submission of a specific request form and compliance with U.S. export regulations, including the implementation of Technology Transfer Control Plans and Non-Disclosure Agreements for foreign nationals. The library is intended to keep industry updated on current NASA technical standards in anticipation of future FAR-based acquisitions.

NOAAPort Replacement Capabilities
Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.
