Negotiations are planned with the Applied Physics Laboratory at the University of Washington to provide scientific, engineering, and technical support services for the AN/UNQ-9 Tactical Data Recorder System. The scope includes design, development, fabrication, upgrades, testing, repairs, fleet implementation, and documentation of the system. Given APL/UW’s original design role and extensive experience with related tactical recording systems, they are considered the sole source under FAR 6.302 authority to ensure timely fleet support and maintain commonality across submarine classes. This contract is essential to prevent delays in fleet implementation of these data recording systems. The procurement will span five years and falls under NAICS code 541330 and FSC code AC33. A formal Request for Proposal is scheduled for release around September 30, 2002, with a 30-day submission window. The Department of Defense's Naval Surface Warfare Center Carderock is the contracting agency overseeing this effort, and all procurement documents will be made available electronically. This engagement supports continued innovation and maintenance for critical submarine tactical data recording capabilities.

Negotiations are anticipated to be conducted with Applied Physics Lab, University of Washington (APL/UW), 1013 NE 40th Street, Seattle, WA 98105 for scientific, engineering, and technical support services required for design, development, fabrication, upgrade, test, repair, fleet implementation, and documentation of the AN/UNQ-9 Tactical Data Recorder System. Numbered Note 22 applies to the extent that the proposed action is for support services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. APL/UW designed the AN/UNQ-9 and has extensive experience in supporting tactical recording programs including AN/BQH-5, AN/BQH-9, and AN/BQH-10. Failure to respond to fleet recording needs within the timeframes required would delay or limit fleet implementation of commonality of tactical data recording systems among submarin e classes. The period of performance will be for a total of five years. The NAICS code that applies to this procurement is 541330. The FSC code that applies to this procurement is AC33. The Request for Proposal (RFP) shall be released on or about 30 September 2002 with a closing date of 30 days thereafter. A copy of the RFP will be available electronically at http://www.fedbizopps.gov.
