This contract involves a sole source procurement with First Point Scientific Inc., identified as the only qualified supplier for providing specialized titanium source capsules containing Radioactive Sodium-22. Two capsules are required: one with 1 milli-Curie activity and the other with 100 micro-Curie, both sealed in vacuum-tight titanium capsules designed to withstand pressure cycling and accommodate gas buildup from Sodium-22 decay. Each capsule will be permanently mounted inside a copper or copper/tungsten alloy holder equipped with a mechanism for secure attachment and removal within an existing user instrument. The capsules and holders will be delivered in high-density metal containers that ensure compliance with federal shipping and radiation safety regulations, while also minimizing user exposure. Each assembly will bear a unique serial number per federal requirements, and a non-radioactive dummy assembly will also be provided. The procurement is justified under sole source authority FAR 6.302-1 due to First Point Scientific’s unique capability to meet the customized technical specifications. To address contractor concerns during proposal development, an Ombudsman has been appointed who ensures confidentiality but does not influence evaluation or selection. Routine acquisition matters remain under the purview of the Contracting Officer and Contract Specialist, Apryle C. Taylor and Carol L. Abbott respectively. The contract solicitation was posted in August 2006 under the title "A -- SODIUM 22," and emphasizes strict adherence to safety, regulatory, and operational requirements in the delivery and handling of the radioactive materials.
