The National Renewable Energy Laboratory (NREL), under the U.S. Department of Energy, plans to issue a Request for Proposals (RFP) in early October 2005 targeting accredited post-secondary educational institutions to participate in the 2007 Solar Decathlon. This international collegiate competition challenges student teams to design, build, and operate solar-powered homes integrated with building-integrated photovoltaics (BIPV). The 2007 event is expected to be held in Washington, D.C., continuing the mission of previous competitions held in 2002 and 2005. A key objective of the competition is to advance the development of solar homes that achieve a whole-house, levelized energy cost of $.10/kWh by 2015 while meeting specific energy efficiency, design, and operational criteria. NREL will award up to twenty fixed-price contracts, each valued at $50,000 annually for two years, to teams whose proposals address both participation in the competition and relevant research and development efforts supporting the aforementioned energy cost goal. The competition rules and regulations from 2005 will serve as the foundation for the 2007 event, though updates are anticipated. Interested institutions can request the solicitation documents via email to the designated contract administrator. Overall, this program seeks to foster innovation in solar energy integration within residential buildings through hands-on student engagement and advanced research initiatives.

Full Description

The National Renewable Energy Laboratory (NREL), a U. S. Department of Energy Laboratory, anticipates issuing a Request for Proposals (RFP) to accredited colleges, universities, and other post-secondary educational institutions in early October, 2005. The RFP is for participation in the 2007 Solar Decathlon and for related development of building-integrated photovoltaics (BIPV). The Solar Decathlon is an international collegiate competition. Student teams compete to design, build, and operate highly energy-efficient, completely solar-powered houses that incorporate BIPV. The next Solar Decathlon is anticipated to take place in Washington, D.C., in 2007. (Previous events were held in fall 2002 and 2005). A critical outcome of the Solar Decathlon project is the development and demonstration of solar-powered homes in which, by the year 2015, the whole-house, levelized energy cost has been reduced to $.10/kWh, while complying with the criteria associated with the 10 contests that comprise the competition. NREL plans to solicit proposals from post-secondary educational institutions for entries that not only consider participation in the competition but also include a research and development (R&D) component that meets this critical outcome. The 2005 Solar Decathlon Rules and Regulations document is available at http://www.solardecathlon.org. The 2005 document is the basis for the 2007 competition, though it will be revised prior to the 2007 event. The anticipated RFP will be available at the same Web site in early October. Current plans are to award up to twenty (20) firm fixed price awards of $50,000 per year for two years under this solicitation. Organizations desiring a copy of the solicitation setting forth the RFP requirements should make a written request to contact@example.gov

Rosemary Solar and Energy Storage System Complex
Solicitation # 2024110253
The Rosemary Solar and Energy Storage System Complex project involves the construction, operation, and eventual decommissioning of a 140-megawatt photovoltaic solar and battery energy storage facility in unincorporated Fresno County, California. Spanning approximately 1,172 to 1,212 acres of agricultural land, the project includes three interconnected generation sites, an on-site substation, and a generation-tie line of up to 2 miles connecting to the PG&E Crescent Substation. Additional infrastructure improvements include the reconductoring of 5 linear miles of the PG&E Helm to Crescent 70 kV transmission line and the raising of a portion of the Crescent Switching Station-Schildner 70 kV power line. The project has undergone a comprehensive environmental review process under CEQA, resulting in a Final Environmental Impact Report and a Notice of Determination certifying that the project will not have a significant environmental effect, provided that adopted mitigation measures and monitoring plans are implemented. Key regulatory considerations include the protection of special-status species, such as the Fresno kangaroo rat and blunt-nosed leopard lizard, and compliance with flood control permits and hazardous waste packaging and labeling regulations. The project received approval from the Fresno County Department of Public Works and Planning on May 21, 2026, and from the Westlands Water District on July 21, 2026, with the latter agreeing to provide construction water for up to two years.
