The Army Contracting Command at Picatinny Arsenal, New Jersey, has established a Section 845 Prototype Other Transaction Agreement (OTA) with the Consortium for Command, Control, Communications and Computer Technologies (C5) to support Weapon Systems Information Technologies initiatives. This effort is managed through the Weapon Systems Information Technologies Center (WeSITC) within the Armaments Research, Development and Engineering Center (ARDEC). The primary objective is to facilitate rapid acquisition and demonstration of innovative information-assurance and cyber technologies critical to maintaining U.S. military superiority. Specifically, the United States Air Force is seeking technology demonstrations through the C5 Consortium to address a requirement under the Air Force Distributed Common Ground System (DCGS) for developing automated solutions that enable precise information redaction on intelligence products tailored to country-specific guidelines. Participants in the C5 Consortium are expected to showcase capabilities to convert security guidance into actionable business rules that can be dynamically applied to intelligence products, enabling the generation of releasable documents for coalition partners and Foreign Disclosure Office review. These business rules must be flexible and modifiable by authorized personnel due to the variable and frequently changing release criteria depending on location, platform, and sensor. Membership in C5 is a prerequisite for participation in this effort. This announcement serves solely as a planning notification to the C5 membership and industry and does not constitute a solicitation, nor will it directly result in a contract award. The contract referenced is titled “Special Notice for Plugfest Plus (PFP) - Multi-Releasable Intelligence Product (MRIP) Generation” under solicitation number W15QKN15Z7778.

Background: The Army Contracting Command- New Jersey, Picatinny Arsenal, New Jersey entered into a Section 845 Prototype Other Transaction Agreement (OTA) for Weapon Systems Information Technologies initiatives with the Consortium for Command, Control, Communications and Computer Technologies (C5). The Weapon Systems Information Technologies Center (WeSITC), located within the Armaments Research, Development and Engineering Center (ARDEC) at Picatinny Arsenal, NJ, was established to assist customers across the DoD and national intelligence community with rapid acquisition of innovative information-assurance, cyber and related technologies using Other Transaction Authority (OTA). These technologies are critical to maintaining U.S. military supremacy in weapon systems information technologies. The United States Air Force (USAF) is pursuing viable technology demonstrations through the C5 Consortium to meet an Air Force Distributed Common Ground System (DCGS) requirement for a capability to develop, demonstrate, implement and transition enterprise solutions to automate information redaction in support of country-specific intelligence products. Consortium participants would be expected to demonstrate technical capability to translate security guidance into business rules, apply the rules to a finished Intelligence Product, and produce a coalition releasable product for analyst and/or Foreign Disclosure Office(FDO) review. Releaseability rules vary by country, platform, sensor, etc., and may change frequently, thus the capability must allow modification of the business rules by authorized and trained site personnel. Membership in C5 is required in order to participate in the demonstration. For information on the C5 and/or how to become a member, visit the following website: http://c5technologies.org/ This is not a Request for Proposals or Quote, but for planning purposes only. A contract award will not be made from this announcement. The purpose of this announcement is to provide members of the C5, and industry in general, advanced notification of Government intent.
