The Department of Veterans Affairs, through its Network Contracting Office 7, plans to enter into a sole-source multi-year contract with the Medical University of South Carolina (MUSC) Division of Rheumatology and Immunology. The contract aims to advance research and development of urine biomarkers related to lupus nephritis pathology and therapeutic responses. This work necessitates specialized expertise and resources, including a part-time research specialist skilled in the experimental methods outlined, an advanced technician capable of conducting Luminex multiplex assays and ELISAs for specific biomarkers such as TWEAK, OPG, NAG, NGAL, and Cyst C, as well as sophisticated biostatistical support for multilinear regression analyses comparing novel Artificial Neural Network (ANN) and Nephrology Research Network (NRN) techniques. Additionally, the project requires access to MUSC's Monoclonal Antibody Facility for developing clinical assays, creating hybridomas, and producing purified monoclonal antibodies targeting ortho- and meta-tyrosine. The contract specifies that the current grant-supported personnel do not possess the necessary skills to fulfill these requirements, making the MUSC personnel and facilities indispensable. The procurement will follow the Federal Acquisition Regulation (FAR) 6.302-1(b)(1)(i) clause, designating MUSC as the only responsible source capable of meeting the agency’s needs, thereby justifying a non-competitive negotiation approach. While this notice does not solicit competitive quotes, interested parties may express their capabilities by a specified deadline, although the government's decision to forego competition remains discretionary. The contract is categorized under NAICS code 541711, associated with research and development in the physical, engineering, and life sciences sector.

An advanced technician is required to perform the Luminex multiplex assays and ELISAs for TWEAK, OPG, NAG, NGAL and Cyst C. Additionally, the project requires sophisticated biostatistical support for multilinear regression analysis for comparison to the novel ANN and NRN techniques. Last of all, the project will require the services of the MUSC Monoclonal Antibody Facility for clinical assay development to develop antibodies to ortho- and meta-tyrosine, to create the hybridomas, to produce and purify monoclonal antibodies from the hybridomas. . The individuals currently supported by the grant do not have the necessary skills to perform the tasks required. Based on progress of similar type experiments, the proposed work can be accomplished by utilizing specialized MUSC personnel and facilities not available at the VA Medical Center.
