The National Library of Medicine awarded a contract to Insightful, Inc. (formerly MathSoft, Inc.) in 1999 to assist in the development of the Insight Toolkit (ITK) API and the Segmentation and Registration Toolkit (SRT). Insightful, Inc. has been providing software development, design review, and engineering support services aimed at refining segmentation algorithms, improving the ITK software architecture, extending documentation, and creating educational materials. The company has supported these efforts for over three and a half years and has demonstrated unique qualifications and expertise, positioning it as the sole suitable source for continuing this work. The NLM intends to extend this contract for an additional twelve months on a sole-source basis to continue advancing the project's objectives, including streamlining code, enhancing internal software consistency, and developing example applications associated with ITK. This extension is planned without full and open competition due to Insightful's specialized experience, which ensures timely progress without duplication of costs or delays. The contract relates to image processing tools supporting the Visible Human Project and highlights continuity of services critical to the project's success.

The National Library of Medicine (NLM) awarded contract N01-LM-0-3504 on October 15, 1999, to Insightful, Inc. (formerly MathSoft, Inc.), 1700 Westlake Avenue, N., Suite 500, Seattle, WA 98109-3044, to assist in the development of an application programmer interface (API) known as the Insight Toolkit (ITK), and first implementation of a Segmentation and Registration Toolkit (SRT). It is the intent of the National Library of Medicine (NLM) to negotiate with MathSoft, Inc., on a sole source basis to extend the current contract number N01-LM-0-3504 for twelve months to continue the overall goals of the project, which include streamlining the existing ITK code, improving the consistency of the internal software architecture, extending documentation of the existing algorithms and methods, and generating examples suitable for inclusion in courseware and educational materials associated with ITK. Insightful, Inc. is currently providing the required services, and will continue to participate in a design review and engineering support of the ITK software, to refine level-set segmentation algorithms (including consistent implementations of these methods with the existing finite differencing framework), and to help make consistent the existing frameworks in ITK for finite element models (FEM). Insightful, Inc. has been performing the required services for the past three and a half years under the current contract. This requirement represents a continuation of the services they are currently providing to the NLM. By virtue of their expertise and experience gained through their development and implementation under the current contract, Insightful, Inc. is uniquely qualified and the only source capable of carrying out these required services in the required time frame and without duplication of cost to the government and undue delays. This notice of intent is not a Request for Proposals (RFP), nor is an RFP available. Based on authority cited in 41 U.S.C. 253(c)(1) (FAR 6.302-1(a)(2)), award to Insightful, Inc. without full and open competition is planned. See Numbered Notes 22 and 26.
