A85 Interlocking Renewal Project

The A85 Interlocking Renewal Project, identified as solicitation 15CQ015, is a critical infrastructure initiative by the Bay Area Rapid Transit District to replace the aging A85 Interlocking located northwest of the Fremont Station in California. The project aims to ensure long-term safety and operational reliability by replacing the existing interlocking with new components that meet current BART standards. The scope of work includes the removal and replacement of four turnouts and one diamond assembly, as well as the replacement of essential track structure components such as running rails, guard rails, switch points, frogs, plates, ties, and the top layer of ballast. Additionally, the project encompasses the replacement of traction power and train control components. Construction will take place within BART's right-of-way, utilizing the Fremont Station North Parking Lot as a staging area where special trackwork will be assembled before being lifted into place by crane. To minimize service disruptions, the project will utilize two-day, around-the-clock work weekends, including five specific weekend periods where local train activity will be suspended and mitigated by bus bridges. Technical requirements specify that horizontal and vertical track geometry must match existing tracks and that off-road construction equipment should adhere to USEPA Tier 4 Final engine emissions standards. The project is categorized as a replacement of existing facilities without expansion, qualifying for a categorical exemption under CEQA Guidelines Section 15301.
