Y--NOAA/USCG Cutter STORIS Homeporting Project

The Department of Commerce, through NOAA’s Office of Marine and Aviation Operations, is preparing to solicit a Design-Build contract for the USCGC STORIS Homeporting Project at USCG Station Juneau, Alaska, to modernize waterfront infrastructure in support of homeporting the cutter and accommodating other Coast Guard vessel classes. The project involves comprehensive integrated design services including geotechnical, bathymetric, and environmental investigations, along with full federal, state, and local permitting. Work includes demolition of existing marine and upland structures, construction of a permanent fixed wharf designed for a 50-year service life, a two-berth floating pier capable of handling NSC and OPC class cutters, and articulated utility and access gangways engineered for Juneau’s extreme tidal fluctuations. The infrastructure will feature energy-absorbing fenders and mooring hardware rated for 100 MPH Taku wind loads, cathodic protection for submerged elements, and a net increase of 6,400 amps of electrical service with fire-flow water capacity from public mains. On-site utility systems will include potable water, sanitary sewer, marine fire protection, transformers, switchgear, and cabling, supported by a dedicated backup generator for mission-critical loads. Site enhancements will incorporate marine-rated lighting, CCTV, access control, IT and communications pathways, grading, drainage, pavements, curbs, sidewalks, and fencing. Optional scope includes a floating small boat facility and structural, MEP, and IT upgrades to three existing shore-side buildings. The estimated performance period is 1,086 calendar days, with performance taking place at 345 Egan Drive, Juneau, AK 99801. The solicitation will be issued as a full and open competition under NAICS code 237990, using best value trade-off selection with a two-phase advisory down-selection process. All prospective offerors must be registered in SAM.gov and are responsible for regularly checking the website for amendments, clarifications, and the official solicitation package, which is anticipated for release on or about July 20, 2026. Proposals must be submitted electronically via SAM.gov by 2:00 PM Eastern Standard Time on August 5, 2026; paper, fax, or email submissions will not be accepted. A site visit is tentatively scheduled for July 29, 2026, at the project location.
