The U.S. Department of Labor, on behalf of the Mine Safety and Health Administration, is seeking a Firm Fixed Price contract for asphalt sealing, replacement, and line striping at the Approval and Certification Center located at 765-766-556 Technology Drive in Triadelphia, West Virginia. The scope of work includes the demolition and disposal of existing asphalt, installation of new asphalt in Buildings 2 and 4 (approximately 86,500 sq. ft.) and Building 3 (approximately 40,800 sq. ft.), sealing of existing asphalt in Building 1 (approximately 92,000 sq. ft.), crack filling with hot-applied sealant, application of pavement sealant slurry containing black sand, and complete restriping of all parking lots and driveways. Work must be completed within 90 days of the start date, with performance limited to weekdays between 7:00 a.m. and 6:00 p.m. excluding federal holidays, though weekend work may be permitted if it enhances safety and incurs no additional cost to the government. The solicitation incorporates detailed building diagrams that specifically identify locations requiring repair or replacement, which offerors must review and incorporate into their proposals; failure to address all diagrammed requirements may result in an unacceptable technical evaluation. Proposals must be submitted via email no later than July 29, 2026, at 12:00 p.m. ET, and must remain firm for 90 days.
