A&CC Asphalt & Sealing

The U.S. Department of Labor, on behalf of the Mine Safety and Health Administration, is seeking a Firm Fixed Price contract for asphalt and sealing services at the Approval and Certification Center campus in Triadelphia, West Virginia. The scope includes demolition and replacement of asphalt in Buildings 2 and 4 totaling approximately 86,500 square feet, new asphalt and striping in Building 3 covering about 40,800 square feet, and asphalt sealing and line striping in Building 1 covering roughly 92,000 square feet. Work also involves crack sealing with hot-applied QPR or equivalent material, application of Sealmaster or equivalent slurry sealant, and full repainting of parking lot markings. All work must be completed within 90 days of the notice to proceed, with performance limited to weekdays between 7:00 a.m. and 6:00 p.m., excluding federal holidays. Proposals must be submitted via email by July 29, 2026, at 12:00 p.m. ET, and must remain firm for 90 days after submission. Offerors are required to register in SAM.gov and are responsible for reviewing all attached building diagrams and specifications as part of the solicitation, which serve as binding requirements for proposal development. This solicitation uses a Lowest Priced Technically Acceptable evaluation method, where proposals must meet all minimum technical requirements outlined in the Statement of Work to be considered for award; failure to meet technical thresholds results in rejection regardless of price. The contract includes FAR clauses covering commercial item acquisition, Buy American requirements, child labor compliance, prompt payment discounts, and unauthorized obligations, along with supplemental DOL clauses such as organizational conflict of interest restrictions and a Contracting Officer’s Representative (COR) provision. The COR will be designated after award and is responsible for monitoring technical performance, inspecting deliverables, certifying invoices, and coordinating site access but has no authority to alter contract terms. The contractor must submit a Quality Control Plan within ten days of award and is required to maintain an adequate workforce for uninterrupted work during facility operations. Additional obligations include safeguarding government property, conserving utilities, attending mandatory post-award meetings at no extra cost, and identifying key personnel, including a contract manager and alternate. All work is subject to inspection under FAR 52.246-4, and the government retains the right to extend the contract under FAR 52.217-9.
