Fire Alarm engineering for Lewis County
Solicitation # 2026-RFQ-040
Lewis County is soliciting qualifications under solicitation 2026-RFQ-040 for a professional engineering firm to provide comprehensive design and engineering services for fire alarm systems. The project encompasses several County-owned facilities, including the IT Building, Historic Courthouse, Health Building, and Lewis County Jail. The selected firm will be responsible for conducting on-site evaluations to determine the remaining useful life of existing systems, assessing code compliance with NFPA 72, IBC, and IFC standards, and developing bid-ready construction drawings and technical specifications. All designs must be stamped by a licensed electrical engineer familiar with Washington State fire alarm requirements and must integrate smoothly with existing infrastructure to ensure standardized maintenance and operations. Proposals are due by November 10, 2026, via the OpenGov platform and will be evaluated by a committee of at least three County employees using a points-based system. The evaluation criteria are equally weighted at 20 percent each across four categories: firm qualifications (including NICET certifications and licensed engineer availability), responsiveness and capacity to begin work within 30 days, regulatory compliance and permitting records, and the clarity and detail of blueprint designs. Applicants must provide a statement of qualifications, three public agency references from the last five years, and resumes of key personnel. The contract is administered by Matt Patana, Capital Infrastructure Specialist, based in Chehalis, Washington.

AI Contract Overview

The contract involves providing architect-engineer services for the design and upgrade of Lightning Protection Systems (LPS) across multiple facilities at Eielson Air Force Base, Alaska, with a focus on mission-critical buildings. The scope includes assessing existing systems, producing comprehensive design documents compliant with NFPA 780, UFC standards, and other applicable codes, while addressing the extreme Arctic environment's challenges. Deliverables are required at 65%, 95%, and 100% design stages, with strict review periods and final acceptance based on government inspections at Eielson AFB. The project emphasizes safety, environmental considerations, and operational continuity, with design efforts constrained within a 180-day schedule for full completion. The procurement is a small business set-aside under NAICS 541330, requiring offerors to submit a qualification package via SF-330, including a cover letter with company details, CAGE and DUNS numbers, and a declaration of business size and socioeconomic status. The evaluation prioritizes professional qualifications, specialized experience—particularly in Arctic conditions—and local knowledge, with criteria weighted equally for technical competence and experience, and less importance given to past performance as a tie-breaker. Subcontractors and team members must be disclosed upfront, with written approval from the Contracting Officer required for substitutions. The process culminates in a qualifications-based selection under the Brooks Act, with negotiations on price only after ranking the most qualified firms. Submission deadlines are set for December 4, 2025, via electronic email or secure upload, with detailed instructions emphasizing the exclusion of pricing in the initial proposal and the importance of compliance with all submission requirements.
