Full Description

The Naval Air Systems Command intends to award a Cost Plus fixed Fee (CPFF)/Firm Fixed Price (FFP) delivery order under NAVAIR BOA N00019-09-G-0013 to Alliant Techsystems Inc., Clearwater, FL for logistics support (Phase III) and technical services to be provided in support of the AAR-47 Program. The services to be performed include but are not limited to: Non-warranty repair support of Navy AAR-47 Integrated Optical Sensor Converters (IOSCs), Computer Processors (CPs), and test assets; test and evaluation support of Navy test assets; support of AAR-47 system activities and live-fire, small arms, and non-threat test and data collection events; fleet data collection support; AAR-47 system configurable item and ancillary equipment support; support of AAR-47 distributed test assets; onsite support for integration of the AAR-47 onto new and existing platforms; telephone support for technical issues related to the integration of the AAR-47 onto new and existing platforms; and software engineering support. In addition, this effort will provide for the procurement of approximately two hundred (200) Sysia's, P/N 3313-AS-800-2 for use in supporting the AAR-47 Program. This action is being awarded on a sole source basis to Alliant Techsystems Inc., Clearwater, FL. As the sole designer, developer, and manufacturer of the AAR-47 MWS, Alliant Techsystems Inc. is the only qualified source which possesses the requisite knowledge required to perform this requirement in a timely and cost effective manner. The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c) (1), as implemented by Federal Acquisition Regulation 6.302-1, - only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is neither a request for proposals nor a solicitation of offers.
